Second Amendment to the Agreement with Full Capacity Marketing

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Authorizing a Second Amendment to the Agreement with Full Capacity Marketing and the term remaining December 26, 2006 through June 30, 2008 to provide marketing services; increasing the amount by $12,000 to $110,874; and

B.

Authorizing the Director of the Human Services Agency or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement with Full Capacity Marketing contributes to this commitment and goal by providing public awareness and outreach, identifying the community in regard to employment services available to them through the PeninsulaWorks Rapid Response efforts.

BACKGROUND:

The Workforce Investment Board’s goal is to develop a stronger link between its Board and PeninsulaWorks One-Stop Centers in addition to increasing awareness of Rapid Response services for employers and employees affected by layoffs and downsizing.

 

The County and Contractor entered into an Agreement on December 26, 2006 by Agreement Number 73200-07-C157 for the amount of $98,874 for the purpose of specialized training and consulting services for the workforce development arena. A First Amendment extended the term of the Agreement by twelve (12) months to June 30, 2008 to use unspent funds from FY 2006-07. The Contractor is currently working on a campaign to promote the Workforce Development Business Services Unit targeting both employer and affected employees.

 

DISCUSSION:

This Amendment increases the amount of the Agreement to cover an unanticipated increase in rapid response services due to changing employment trends, a rise in the unemployment rate and additional outreach needs due to business downsizing in San Mateo County. The term of the Agreement will remain December 26, 2006 through June 30, 2008. The Request For Proposal process for the original agreement was waived by the County Manager’s Office.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved the Second Amendment as to form and Risk Management has approved the Contractor’s insurance for the Agreement.

 

FISCAL IMPACT:

The Agreement is increased by $12,000 for a total obligation of $110,874. The term of this Agreement remains December 26, 2006 through June 30, 2008. Of the total amount, $41,174 is funded through the Department of Labor Grant and $69,700 is funded through Workforce Investment Act Rapid Response grant funds. Funding for this Amendment is included in the FY 2007-08 Adopted Budget. There is no Net County Cost.
