Approving an Agreement with West Coast Linen Services to provide linen and laundry management services to San Mateo Medical Center (SMMC) and Burlingame Long Term Care (BLTC) for the period March 1, 2008 through February 28, 2011 for a maximum amount payable not to exceed $3,320,025.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:
|
Angelica Textile Services currently provides linen processing and management services for SMMC and BLTC. The term of the Agreement is July 1, 2004 to February 29, 2008, with a maximum amount of $3,430,130.

DISCUSSION:
|
On December 7, 2007, San Mateo Medical Center conducted a Request for Proposal for linen processing and management services. Of the three vendors from whom proposals were solicited, two responded. West Coast Linen Services met all the requirements of the RFP and successfully passed the physical plant tour. Evaluation of proposals was based on cost, service provisions, vendor performance, and SMMC’s ability to monitor the effectiveness of the program.
The basic rate for pounds of linen was used to calculate the rate for this contract plus 25% for laundering items (lab coats, scrubs, surgical towels) not included in the soiled linen by pound category.
The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.
County Counsel and Risk Management have reviewed and approved this Agreement.

FISCAL IMPACT:
|
The term of this Agreement will be March 1, 2008 through February 28, 2011. The maximum amount of the Agreement, $3,320.025. This Agreement represents a savings of $110,095 over the previous Agreement for these services. West Coast Linen was also the lowest bidder on the RFP. Funds are included in San Mateo Medical Center’s Adopted Budget for FY2007-2008 and will be included in future fiscal year budget requests.
