Fourth Amendment to the Agreement with Stanford University for Coronary Prevention

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of a fourth Amendment to the Agreement with Stanford University to conduct a clinical trial on Coronary Health Prevention, increasing the amount payable to the County of San Mateo by $70,000 to $669,129.50 and extending the term of the Agreement to March 31, 2008

The Agreement contributes to this commitment and goal by continuing research and clinical studies to assess the safety and effectiveness of Health Education and Risk Reduction Training (HEAR2T) program with clients from low socioeconomic status (SES) served by the health care system of San Mateo County.

Two hundred (200) clients will be enrolled in the study and followed over a four year period. At the end of the study it is expected that 40% of enrolled patients will be at reduced risk for coronary disease.

BACKGROUND/DISCUSSION:

In July 2003, Stanford University contacted San Mateo Medical Center to conduct a clinical trial on Coronary Health Prevention. On October 17, 2003, the Purchasing Agent approved an Agreement with Stanford University to conduct a clinical trial on Coronary Health Prevention with San Mateo county patients to evaluate whether diet and counseling lower the risk of patient heart disease. The study is conducted at four San Mateo Medical Center Clinics: Fair Oaks Family Center, Willow Clinic, North County Health Center, and South San Francisco. The contract includes payment to San Mateo Medical Center personnel to perform work on the Coronary Study project and allows for rental of facilities at four clinics. The grant is funded by the National Institutes of Health, but the funds flow through Stanford University.

 

The term of the original Agreement was September 1, 2003 to March 31, 2004. Stanford University awarded San Mateo Medical Center $92,991 for the six month term, in order to conduct the clinical trial. The Board has subsequently approved three Amendments to the Agreement, each one extending the term by the Agreement by one year.

The National Institutes of Health extended the project period for this study and provided the additional funding for the extension through Stanford. This proposed fourth amendment will extend the term of the Agreement to March 31, 2008 and increase the maximum amount payable thereunder by $70,000 from $599,129.50 to $669,129.50. The cost of the County’s participation and the corresponding increase in the Agreement amount, is funded by a $70,000 grant from Stanford University.

The delay in processing this amendment is due to the late receipt of the documentation from Stanford.

County Counsel has reviewed and approved this Amendment.

 

FISCAL IMPACT:

The term of the Agreement is extended by one year for a new term of September 1, 2003 through March 31, 2008. The award from Stanford University is increased by $70,000 for a new total of $669,129.50. There is no net County cost associated with this Agreement.
