RECOMMENDATION:

Adopt a Resolution:

 

A.

Authorizing the Purchasing Agent to purchase a 64-slice CT Scanner, for an amount not to exceed $922,000

   

B.

Authorizing the Chief Executive Officer to execute an Agreement with GE Healthcare Technologies to renovate space and install the CT scanner at San Mateo Medical Center (SMMC) for an amount not to exceed $662,651

   

C.

Authorizing Information Services (ISD) to coordinate the upgrade of ScImage for the renovation and installation in an amount not to exceed $189,000

BACKGROUND:

Technological advances over the years have raised the diagnostic detail level available for CT images. A new CT Scanner will enable the radiologist to provide more detailed and precise diagnostic information in a more timely manner. The equipment is designed to provide more detailed information than the limited exam provided by the present equipment. The equipment will reduce the actual scan time by approximately 40-50%. The current equipment provides the CT technology but at a much slower speed and limited detail capability.

 

DISCUSSION:

On July 18, 2007 a Request for Proposal (RFP) was issued for the provision of a 64 slice CT Scanner. Two vendors proved capable of providing the desired equipment, GE Healthcare and Phillips, both leaders of this technology. GE was selected as vendor of choice by the CT Project Team because of their ability to provide the best diagnostic scanner.

The available space in the Radiology Department at San Mateo Medical Center (SMMC) must be renovated, which is a highly specialized task. Public Works does not have the experience or skills to do the renovation. Because GE makes the scanner and is therefore familiar with all aspects of the required renovation and installation, it is more cost effective to have GE do the required work.

Information Services (ISD) will coordinate the required upgrade of the ScImage, which is a Picture Archive Communication System that allows CT images to be stored and viewed electronically, instead of using film.

Grant fund letters and Appropriation Transfer Requests will be submitted to the Board for acceptance and approval once purchase of the scanner, and the renovation and installation project receives approval from the Board.


County Counsel and Risk Management have reviewed and approved this Agreement.

 

FISCAL IMPACT:

The total expenditure for this project is $1,773,651 and includes the cost and installation of the scanner, tax, freight, one year warranty ($922,000), renovation ($662,651) and Sclmage upgrade ($189,000). Grants totaling $1,785,652 ($785,652 from Health Resources and Services Administration, Dept. of Health and Human Services; and $1,000,000 from The San Mateo Medical Center Foundation) will be used to cover the cost. There is no net County cost associated with this project.
