RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO INSTALL FOUR (4) SPEED CONTROL DEVICES ON SCENIC DRIVE BETWEEN
EDGEWOOD ROAD AND CLIFFORD ROAD,
ONCE THE ADMINISTRATIVE FEES HAVE BEEN PAID
AS REQUIRED BY THE RESIDENTIAL SPEED CONTROL DEVICE PROGRAM (“PROGRAM”) AND TO FILE WITH THE COUNTY CLERK A NOTICE OF EXEMPTION FROM THE REQUIREMENTS FOR PREPARATION OF AN EIR UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT; AND DIRECTING THE DIRECTOR OF PUBLIC WORKS TO MONITOR THE EFFECTIVENESS OF THE SPEED CONTROL DEVICES AND TO EVALUATE ANY IMPACTS THAT THE INSTALLATION OF THE SPEED CONTROL DEVICES MAY HAVE ON TRAFFIC ON OTHER COUNTY MAINTAINED ROADS IN THE IMMEDIATE AREA

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board adopted the Residential Speed Control Device Program (“Program”) dated April 11, 2005; and

 

WHEREAS, the majority of property owners along Scenic Drive between Edgewood Road and Clifford Avenue signed a petition requesting the installation of speed control devices to help control the speed of traffic on their street; and

 

WHEREAS, the Department of Public Works, based on traffic surveys, has determined that Scenic Drive meets the criteria in the Program for the installation of speed humps; and

 

WHEREAS, the Director of Public Works has recommended that four (4) speed humps be installed on Scenic Drive, and this Board has considered and concurs with the recommendation of the Director of Public Works; and

 

WHEREAS, it has been determined that the installation of speed control devices is exempt from the requirements for preparation of an Environmental Impact Report under Section 15301(F) Class 1, of the California Environmental Quality Act.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Director of Public Works is:

 

1.

Authorized to proceed with the construction of speed humps along Scenic Drive between Edgewood Road and Clifford Avenue once the administrative fee of $400 per speed hump, as provided by the Program and as approved by this Board, has been paid. Said authorization shall terminate six months from the date of adoption of this resolution if said fees as described above are not paid within said six months; and

 

2.

Directed to monitor the effectiveness of the speed control devices; and

 

3.

Directed to evaluate any impacts that the installation of the speed control devices may have on traffic on other County maintained roads in the immediate area; and

 

4.

Authorized to file with the County Clerk a Notice of Exemption from the requirements for preparation of an EIR under the California Environmental Quality Act.
