Ordinance Changing Membership of the San Mateo Commission on Publicly Assisted Medical Care (Health Commission)

 

RECOMMENDATION:

Adopt an ordinance amending Section 2.23.020 of Chapter 2.23 of Title 2 of the Ordinance Code, increasing the membership of the San Mateo Commission on Publicly Assisted Medical Care (Health Commission) from nine (9) members to eleven (11) members

Goal(s): No. 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain. The ordinance will enable the Health Commission to be well positioned in meeting the challenges of providing access to health care services.

 

BACKGROUND:

The Health Commission governs the Health Plan of San Mateo and the San Mateo Community Health Authority. Although the Commission is separate from the County of San Mateo, it was created by a county ordinance and its members are appointed by the Board of Supervisors.

 

The current ordinance provides that the Commission includes nine members, including two members of the Board of Supervisors, the County Manager or the Manager’s designee, a physician, three public members (including a beneficiary or representative of beneficiaries served by the Commission, a representative of the senior and/or minority communities in San Mateo County, and a public member at large), a representative of San Mateo Medical Center physicians, and a pharmacist.

 

The Commission would like to broaden its membership and expertise to include a representative of the hospitals located in the County which serve members of the San Mateo Health Plan, and a representative of the San Mateo County business community.

 

DISCUSSION:

Although the Commission was originally created to oversee the administration of Medi-Cal in the County of San Mateo, its role has expanded significantly over the past few years. Currently, the Commission oversees Medi-Cal, Healthy Families, Healthy Kids, Healthworx, and CareAdvantage, a Medicare Special Needs Plan. It is likely that the Health Commission will have an expanded role as the delivery of health care services continues to evolve, in particular as the County implements health care redesign.

 

Recently, the Health Commission has determined that it would benefit from expanded membership, and has recommended that the membership of the Commission be expanded from nine (9) members to (11) members. The Blue Ribbon Task Force on Adult Health Care Expansion has included a diverse community membership and has demonstrated the value of including a broad range of representatives in policy discussions and oversight of the health care system. This ordinance adds two new members, who would be representatives of the hospitals in the County of San Mateo that serve Health Plan of San Mateo members, and a public member representing the business community in the County of San Mateo.
