Amendment A01 to the Agreement with the California Department of Public Health

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment A01 to Agreement No. 07-65080 with the California Department of Public Health for the term of July 1, 2007 through June 30, 2010, increasing the contract amount by $798,081 for a maximum obligation of $5,119,734.

The Agreement contributes to the commitment and goals by providing education, outreach, and testing services to individuals at high-risk of contracting HIV; providing case management to individuals affected by HIV/AIDS; and by generating information to develop specific strategies to best meet the AIDS program clients’ needs.

BACKGROUND:

Since 1993, the California Department of Public Health (CDPH) has been providing

funding to the San Mateo County Health Department Public Health/AIDS Program (SMCAP) for a continuum of services that includes AIDS case management, counseling and testing, an early intervention program, education and prevention, and HIV/AIDS surveillance. Funds for these services are awarded to SMCAP under one Master Grant Agreement (MGA) plus one Memorandum of Understanding (MOU) for each program funded. The MOUs are between the State and SMCAP and include project deliverables for each service provided. On October 16, 2007, your Board approved Agreement No. 07-65080 with CDPH for $4,321,653, to fund the above-mentioned services for the term July 1, 2007 through June 30, 2010.

DISCUSSION:

CDPH has provided additional funding for three of the programs funded by the MGA: case management, early intervention and HIV prevention.

Case management will receive an annual increase of $63,457 for a 3-year total of $190,371, bringing the total MOU amount from $454,089 to $644,460. These funds will be utilized to supplement attendant care and skilled nursing care services provided to clients of the case management program.

Funding for the early intervention program has been increased by $174,325 annually, for a 3-year total of $522,975, bringing the total MOU amount from $1,146,900 to $1,669,875. The additional funds will finance the new Positive Changes Program, which will target HIV positive individuals who are at high-risk for transmitting HIV and for whom other prevention interventions have not proven successful.

Additionally, the HIV Prevention Program has received $84,735 in one-time-only funds, bringing the total for FY 2007-08 from $544,472 to $629,207 and the MOU total from $1,633,416 to $1,718,151. The HIV prevention funds will be utilized to update the strategic plan for the HIV Prevention Program, to retrofit the testing van with mounted chairs, for staff training, and to buy educational materials.

 

County Counsel has reviewed and approved the Amendment and Resolution as to form and content.

 

FISCAL IMPACT:

The term of the Agreement remains July 1, 2007 through June 30, 2010. The original amount of the Agreement was $4,321,653. Amendment A01 increases funds by $798,081, bringing the total amount of the Agreement to $5,119,734. The Public Health FY 2007-08 Adopted Budget includes the new funding in the amount of $322,517. In addition to the previous amounts, $237,782 of the increased funds will be included in the Public Health FY 2008-09 Recommended Budget and the Public Health FY 2009-10 will include funds in the amount of $237,782. There is no Net County Cost associated with this Amendment.
