Amendment to California State Association of Counties Agreement

 

RECOMMENDATION:

Adopt a Resolution authorizing an Amendment to the Agreement with the California State Association of Counties (CSAC) in which San Mateo County is a Consortium county for the purpose of San Mateo County paying a one-time share of cost towards the funding of nine CalWIN Project Staff for the term of July 1, 2007 to June 30, 2008, increasing San Mateo County’s cost by $55,037 to $119,538, of which $2,752 is Net County Cost.

This Agreement contributes to this commitment and goal by providing professional services and project staff to monitor computer systems, schedule system and data processing for performance and problem resolution, maintain records, as well as other functions to support the County’s Welfare Department activities including County billings and payments. In addition, WCDS Management Staff undertakes special studies and analysis as requested by the Welfare Client Data Systems Board of Directors.

** CalWIN shall be available for on-line functions ninety-nine point five percent (99.5%) of the time each month in each County, for the hours between 7:00 AM and 6:00 PM, Monday through Friday.”

*** Batch Processing measures batch jobs that are stored during working hours as workers enter or change data and are executed during the evening or another agreed upon time when the computer is idle.

 

BACKGROUND:

The Welfare Client Data Systems (WCDS) has notified Consortium counties about a cut in funding for nine existing CalWIN project staff members. These nine staff members are critical to the operation of the Consortium and the CalWIN application. The Consortium recommended a one-time cost-sharing arrangement where each county contributes a portion of staff costs based on county size. This decision was ratified by the WCDS Board of Directors on November 9, 2007.

 

DISCUSSION:

This Amendment provides CSAC with San Mateo County’s one-time share of cost in the amount of $55,037. This amount has been approved by the relevant state agencies, and is eligible for reimbursement through the County Administrative Expense budget. All funds collected from Consortium counties will be held by the California State Association of Counties and distributed appropriately to pay the cost for the nine CalWIN project staff.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Amendment as to form.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2007 through June 30, 2008. This Amendment increases San Mateo County’s cost by $55,037, for a total of $119,538, and is funded 95% by State and Federal Welfare Administration. The Net County Cost for the amended amount is $2,752. Funds have been included in the Adopted Budget for FY 2007-08.
