Second Amendment to the Agreement with Edgewood Center for Children and Families

 

RECOMMENDATION:

Adopt a Resolution Authorizing:

 

1. Execution of a Second Amendment to the Agreement with Edgewood Center for Children and Families (ECCF) to provide enhanced Kinship Support Services Program (KSSP) and Kinship Guardian Assistance Payment Program (KinGap) for FY 2007-08, the term remains the same, July 1, 2006 to June 30, 2008, increasing the amount by $43,375 to $1,186,827, there is no Net County Cost.

 

2. The Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the type of services and activities to be provided under the Agreement.

This Agreement contributes to this commitment and goal by providing services to children and their relative caregivers and Non-Related Extended Family Member (NREFM) caregivers, in order to strengthen and support the caregiver-child relationship, stabilize placements and support the mental health, physical health and overall well being of relative and NREFM caregivers.

BACKGROUND:

 

On October 24, 2006, the Board of Supervisor adopted Resolution Number 068358 waiving the Request for Proposal Process and authorizing the execution of an Agreement with ECCF to provide administration of KSSP and outreach to guardians regarding the KinGap.

 

On June 5, 2007, the Board of Supervisors adopted Resolution Number 068768 to add additional funds for FY 2006-07 and included funding for FY 2007-08 to provide increased respite services and continuation of kinship services.

 

On November 9, 2007, the Department of Social Services awarded San Mateo County an increase of $43,375 from the original allocation of FY 2007-08. These additional allocation need to be expended in FY 2007-08.

 

DISCUSSION:

This Amendment provides additional funds to ECCF to continue to provide respite services through time-limited child care services and summer camp subsidies to KSSP participants. Relatives and NREFM caregivers need short term, temporary care to be able to take a break from their daily responsibilities to alleviate stress. Support services such as respite care help maintain family ties, and keep children in a safe and stable environment.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Amendment as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The term of the Agreement remains the same, July 1, 2006 through June 30, 2008. The total obligation is amended by $43,375 for a new total of $1,186,827 and is fully funded through a Kinship Support Services Program allocation augmentation. There is no Net County Cost associated with the approval of this Amendment to the Agreement. Funds have been included in the FY 2007-08 Adopted Budget.
