SUBJECT:

Road Oil Application in Conjunction with the County’s 2008 Coastside Chip Seal Road Improvement Project
(Project No. RN801, F-306 [H])

 

RECOMMENDATION:

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Road Oil Application in Conjunction with the County’s 2008 Coastside Chip Seal Road Improvement Project.

Adoption of this resolution contributes to this commitment and goal by substantially improving the condition of the road for the benefit of the public.

 

BACKGROUND:

PREVIOUS BOARD ACTION

1.

Authorized the Director of Public Works to develop plans and specifications and to call for bids for non-controversial maintenance type projects on various County roads.

 

2.

Approved the County’s Coastside Chip Seal Project on February 26, 2008 through Resolution No. 69294, which authorized the County expenditure of Proposition 1B monies received from the State of California.

 

DISCUSSION:

This project represents phase 2 of the County’s pilot chip seal program, which involves the placement of chip seals with internal forces. We anticipate chip sealing about 21 miles of roadway this summer. A list of streets included in the second phase of the project is shown on Exhibit “A”.

 

The provision and placement of road oils to which the chips adhere must still be contracted out, as County forces do not have the expertise regarding such placement.

 

Plans and specifications have been prepared for the provision and application of road oil in advance of the County’s placement of road chips.

 

Authorizing the contracting out of these services will allow for the complete project to move forward, as previously authorized by your Board.

 

The project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

We are now recommending that your Board authorize calling for bids for the provision and placement of road oils necessary in conjunction with road chip seals on the coastside.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The estimated cost for the provision and application of road oils in conjunction with the chip sealing of County roads is $300,000 and is proposed to be financed as follows:

Funds have been appropriated in the Road Fund to finance this work.

 

There is no impact to the General Fund.
