SUBJECT:

Resurfacing of Bay Road – North Fair Oaks Area,
Federal Project Number STPL-5935 (041) 04-SM-0-CR

RECOMMENDATION:

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the resurfacing of a portion of Bay Road in the North Fair Oaks Area.

The resurfacing of Bay Road will improve the condition of the road surface for the benefit of the general public.

 

BACKGROUND:

PREVIOUS BOARD ACTION

 

1.

Authorized an application for Federal Surface Transportation Program (STP) funds to partially finance this resurfacing project.

 

2.

Authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $100,000 proposed to be done in conjunction with County road projects.

 

HISTORY

Bay Road, between Second Avenue and Willow Street, is partially within the jurisdiction of San Mateo County (County) and partially within the jurisdiction of the City of Redwood City (City). Each agency has responsibility for maintaining the segments of road within its jurisdiction.

 

DISCUSSION:

The City’s paved portion of Bay Road between Second Avenue and Willow Street consists of a relatively narrow strip varying in width, as well as a small section west of the Kaynyne Avenue intersection. Both the City and County desire to have the proposed resurfacing work on Bay Road completed.

 

Federal Grant funding recently became available and the County applied for and was granted funding up to a maximum amount of $250,000 for this project. Caltrans has authorized the County to proceed with the project and has obligated grant funding for this purpose.

 

The project qualifies for a Categorical Exemption pursuant to Section 15301 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

We are now recommending that your Board authorize calling for bids for the proposed work.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total estimated cost of this project is $456,000 and is proposed to be financed as follows:
