SUBJECT:

Lighting Retrofit at the Maguire Correctional Facility
(Project No. P6Y08)

 

RECOMMENDATION:

Adopt a resolution adopting plans and specifications, conformance with prevailing wage scale requirements, and calling for sealed proposals for lighting retrofit at the Maguire Correctional Facility located at 300 Bradford Street, Redwood City, California.

Your Board’s adoption of the proposed resolution will result in cost savings and a net reduction in carbon dioxide emission associated with providing lighting at the Maguire Correctional Facility, and will demonstrate your Board’s continuing commitment to conserve energy and practice environmental stewardship.

 

BACKGROUND:

the County’s participation in the Environmental Protection Agency’s Green Lights Program, a Federal program which commits the participating agencies to replace existing building lighting systems with more energy efficient lighting systems; and

 

2.

the County’s participation in the Sustainable Silicon Valley Initiative and committed to reducing carbon dioxide (CO2) emissions.

 

3.

in October of 2007, your Board adopted the Cool Counties Declaration. The Declaration committed the County to developing a greenhouse gas emissions (GHG) inventory for County operations and an emissions reduction action plan. The County also committed to supporting regional GHG reduction targets, measuring our progress toward those goals and advocating for federal action on climate change.

 

DISCUSSION:

Facilities staff evaluated the Maguire Correctional Facility at 300 Bradford Street in conjunction with Local Government Energy Partnership (LGEP) and have estimated that we can save 365,359 kilowatt hours per year, and reduce the amount of carbon dioxide associated with the energy savings from entering the atmosphere by 90 tons per year. The energy savings and carbon dioxide emissions reduction will result from retrofitting the existing light fixtures and using third generation T-8 lamps with high energy efficient ballasts.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The work is estimated to cost between $150,000 - $200,000. This project is included in the 2007-2008 Capital Projects Budget for energy projects that can be used to finance this work.

 

The project qualifies for approximately $22,000 in energy rebates from LGEP, which will be received through Pacific Gas and Electric Company (PG&E) after the work is completed.

 

There is a positive impact to the General Fund as energy savings will continue after the three (3) years pay back period based on the current cost of kilowatt-hours.
