Agreement with the California Department of Public Health

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Agreement EPO HPP 07-41 with the California Department of Public Health for hospital emergency preparedness activities and supplies for the period of September 1, 2007 through August 8, 2008, in the amount of $439,734.

This Grant Award contributes to this commitment and goal by providing funds to develop a plan for hospital emergency preparedness and other emerging public health threats in San Mateo County.

BACKGROUND:

A number of activities have taken place at federal, state and local levels to support our disaster and health emergency preparedness since the attacks of September 11, 2001. Our vulnerabilities were made clear as a result of these attacks. Since then, the San Mateo County Health Department (SMHD), in conjunction with the County Office of Emergency Services, has been aggressively addressing these vulnerabilities. The federal government recognizes that the nation’s public health infrastructure has seriously deteriorated since the 1970s and that the decay of this infrastructure is a risk to national security. In response, funds have been made available for the enhancement of the nation’s public health infrastructure, in order to enable it to respond effectively to current and emerging threats of the 21st century.

 

DISCUSSION:

The California Department of Public Health has awarded SMHD funding to provide hospital emergency preparedness planning and related activities. These funds will enable program staff to continue working in key areas of interoperable communication systems, bed tracking system, emergency system for the advanced registration of volunteer health professionals, fatality management, hospital evacuation, alternate care sites, mobile medical assets, pharmaceutical caches, and National Incident Management System compliance. The Grant Award also provides one-time only supplemental funds to address the areas of equipment and supplies, alternate care sites, mortuary services/supplies, exercising healthcare surge, and pandemic influenza. The agreement has been delayed because it was received from the State in late February 2008.

 

County Counsel has reviewed and approved the Grant Award and Resolution as to form and content.

 

FISCAL IMPACT:

The term of the Grant Award is September 1, 2007 through August 8, 2008. The maximum amount of funding for the Agreement is $439,734. Funds in the amount of $366,445 are included in the Public Health FY 2007-08 Adopted Budget, and $73,289 is included in the Public Health FY 2008-09 Recommended Budget. There is no Net County Cost associated with this Grant Award. As required in the terms of the Grant Award, all funds received will be placed in Local Public Health Preparedness Trust Fund that was established for this grant.
