SUBJECT:

AGREEMENT WITH PG&E – CRYSTAL SPRINGS DAM BRIDGE REPLACEMENT PROJECT

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of an agreement with PG&E regarding the construction and cost responsibilities associated with PG&E’s 230kV transmission project on the Crystal Springs Dam Bridge (CSDB) in San Mateo County.

Collaboration with PG&E to incorporate the transmission line segment on Crystal Springs Dam Bridge will reduce potential above ground impact hazards, and visual impacts associated with the poles will be eliminated.

 

BACKGROUND:

PREVIOUS BOARD ACTION:

1.

On October 16, 2007, authorized an agreement with PB Americas, Inc. (PBA) for Engineering Services of the Crystal Springs Dam Bridge Replacement project.

 

HISTORY:

In 2004 PG&E constructed a 27 mile-long 230kV transmission line with both overhead and underground segments. A southern segment of that project extends across the Crystal Springs Reservoir at the existing Crystal Springs Dam Bridge.

 

The segment of transmission line at the existing bridge was installed as an overhead line since the County is planning to replace the existing bridge. PG&E’s intent is to underground this segment upon completion of the new replacement bridge.

 

PG&E desires to have the County design and construct their conduit facilities to their specification within the replacement bridge structure. After completion of the bridge replacement project, PG&E will pull their lines through the conduit facilities to complete the underground segment and then remove the overhead poles.

 

DISCUSSION:

The County has executed a contract with PBA to prepare the design for the replacement bridge at Crystal Springs Dam. Both parties agree that the additional cost incurred by the County associated with the inclusion of PG&E’s conduit facilities in its design and construction contracts should be borne by PG&E.

 

The agreement with PG&E seeks to memorialize the terms and conditions for the accommodation of the longitudinal location of the transmission line within conduit facilities on the replacement bridge.

 

The agreement has been reviewed and approved by County Counsel.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

This agreement specifies that any cost incurred by the County associated with the inclusion of PG&E’s conduit facilities in its design and construction contracts should be borne by PG&E.

 

There is no impact to the General Fund.
