SUBJECT:

Construction of a New Meadow View Playground at the
Junipero Serra County Park (Project No. P12P2)

 

RECOMMENDATION:

A)

Adopt a resolution:

 
 

1.

Authorizing the President of the Board of Supervisors to execute a contract with Star Construction, Inc., in the amount of $498,700.00 for the construction of a new Meadow View Playground at the Junipero Serra County Park.

 
 

2.

Authorizing the Director of Public Works to execute contract revision orders related to the construction of the new Meadow View Playground at the Junipero Serra County Park not exceeding $49,870.00 in aggregate, which is ten percent (10%) of the contract amount.

 

B)

Approve an Appropriation Transfer Request (ATR) transferring $260,000 from Parks Acquisition and Development Funds to the Capital Projects Funds.

Construction of a new playground at Junipero Serra County Park that meets current standards will minimize the risk of injuries while providing an interactive play structure for children.

 

BACKGROUND:

Previous Board Action

1.

Adopted Resolutions Number 069316 on March 11, 2008 and 069378 on April 22, 2008, which adopted plans and specifications, and called for sealed proposal for the proposed work. On Tuesday, April 22, 2008, bids were opened for this project and subsequently referred to the Department of Public Works for review and recommendation.

Authorized the application of Proposition 12 and 40 grants to help finance the construction of the new playground. Proposition 12, the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000 is intended to revive state stewardship of natural resources by investing in neighborhood parks and state parks, clean water protection and coastal beaches and scenic areas. The Board approved acceptance of these per capita grant funds on March 7, 2000 (Resolution #064654). Proposition 40, the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 is intended to acquire and develop properties of the State Park system, to acquire and develop neighborhood, community, and regional parks and recreational areas, for land, air, and water conservation programs, including acquisition for these purposes and to acquire, restore, preserve and interpret California’s historical and cultural resources. The Board approved acceptance of these Roberti-Z’berg-Harris grant funds on November 9, 2004 (Resolution #067027).

 

DISCUSSION:

The bids have been reviewed and the bid by:

 

Star Construction, Inc.

San Bruno, CA. 94066

 

for $498,700.00 was the lowest bid received.

 

The Engineer’s estimate was $550,000. A summary of the bids received is illustrated on Exhibit “A”.

 

We have reviewed the lowest bidder’s proposal and believe it accurately reflects the costs for this work.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

A resolution has been approved as to form by County Counsel and the Director of Parks Department concurs with the recommendations.

 

FISCAL IMPACT:

The project is funded in the Capital Projects Budget by Proposition 12 and 40 Grants. These grant funds are received on a reimbursable basis, and the project will initially be financed with Parks Acquisition and Development Funds.

 

There is no impact to the General Fund.
