Agreement with Caminar for Mental Health and Support Services

 

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for Proposals requirement for supported education services and consumer-run peer support services; and

 

2) Authorizing the President of the Board to execute an Agreement with Caminar for the provision of housing and housing-related services, supported education services, intensive case management, rehabilitation services and consumer-run peer support services for the term July 1, 2008 through June 30, 2009, for a maximum obligation of $7,060,179; and

 

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Behavioral Health and Recovery Services (BHRS) has contracted with Caminar for over 26 years for housing and housing-related services, supported education services, and rehabilitation services to psychiatrically disabled adult consumers. Without community-based support services, BHRS clients who receive these services would be at significantly increased risk of psychiatric hospitalization, placement in a locked facility, or becoming homeless. Since FY 2003-04, BHRS has contracted separately with Caminar for development of a consumer-run peer support services organization (CRO) known as “Heart and Soul.”

 

DISCUSSION:

BHRS is renewing the Agreement with Caminar for FY 2008-09. Caminar will provide crisis residential treatment, transitional residential treatment, medication support, case management, intensive case management, rehabilitation services for adult clients, and enhanced supported education services for transition-age youth. Services for the continued development of Heart and Soul will also be provided through this Agreement.

 

Under the B-1 Administrative memorandum, the selection of providers of housing services for BHRS clients is exempt from the Request for Proposals (RFP) process. BHRS is requesting a waiver of the RFP requirement for supported education services and consumer-run peer support services. Caminar is the only known provider of supported education services in San Mateo County. A waiver of the RFP process for consumer-run peer support services will allow Caminar to continue developing support services to the CRO until such time as the CRO is able to contract independently for these services.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2009. The Agreement maximum of $7,060,179 includes a 3% Cost of Living Allowance (COLA). Of that amount, Medi-Cal and Medicare will fund $2,078,472, Substance Abuse and Mental Health Services Administration (SAMHSA) grant funds will provide $48,340, Mental Health Services Act (MHSA) funds will provide $159,700, and sales tax provided through Realignment will cover $3,866,038. The Net County Cost is $907,629, which includes the COLA. Funds for these services have been included in the BHRS FY 2008-09 Recommended Budget.
