BACKGROUND:
California Psychiatric Transitions (CPT) is located in Delhi, California, and is one of a very limited number of Mental Health Rehabilitation Centers (MHRC) that specialize in working with people who are dually diagnosed as seriously mentally ill and developmentally disabled or brain injured. CPT offers specialized services that meet Behavioral Health and Recovery Services (BHRS) client needs for placement at a lower level of care following hospital discharge.
On December 13, 2005, your Board approved an Agreement with CPT by Resolution 067727 for the term July 1, 2005 through June 30, 2008 for a maximum obligation of $1,271,360. Under this Agreement CPT provides mental health rehabilitation services for up to five severely mentally ill adults.
DISCUSSION:
The need for services by this provider has increased. This Agreement is being amended to increase the maximum number of client beds from five to eight. The term of July 1, 2005 through June 30, 2008 is unchanged.
The amended Agreement has been reviewed and approved by County Counsel. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.
FISCAL IMPACT:
The term of the amended Agreement remains July 1, 2005 through June 30, 2008. The Agreement maximum is being increased by $174,000 from $1,271,360 to $1,445,360. The maximum for FY 2007-08 is $578,560, which is included in the BHRS FY 2007-08 Adopted Budget. Of the increased funds, sales tax through realignment will cover $154,860. The remaining $19,140 represents Net County Cost.
