Amendment to the Agreement with Milhous Children’s Services, Inc.

   

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Amendment to the Agreement with Milhous Children’s Services, Inc. for Day Treatment Intensive Services, medication support, mental health services, and crisis intervention for San Mateo County youth, increasing the Agreement maximum by $362,000 to a new maximum of $460,000 and extending the term through June 30, 2009; and

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This amended Agreement contributes to this commitment and goal by providing Day Treatment Intensive Services, medication support, mental health services, and crisis intervention for San Mateo County youth.

* During FY 2006-07, only one client was in the program at current level of care for the entire period. During FY 2007-08, there are four clients and program manager anticipates that one may not complete one year successfully.

 

BACKGROUND:

On October 16, 2007, the County Manager approved an Agreement with Milhous Children’s Services, Inc. for the provision of Day Treatment Intensive Services, medication support, mental health services and crisis intervention to San Mateo youth. The Agreement is for a maximum obligation of $98,000 for the term July 1, 2007 to June 30, 2008.

 

Under the B-1 Administrative Memorandum, services required for specific clients placed in out of county facilities by other agencies are exempt from the RFP process requirement. The clients currently receiving services in the Milhous residential program were placed by the Human Services Agency.

 

DISCUSSION:

The volume of services provided by this contractor has increased as three additional clients have been placed with this provider. This agreement is being amended to increase the funding for services for this fiscal year, and to extend the term through June 30, 2009. The amount of funding requested for the additional fiscal year is based on an annualized monthly rate for the last half of FY 2007-08. Payments are made for actual services provided.

 

This amended Agreement has been reviewed and approved by County Counsel. The amended Agreement includes all provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

The term of this amended Agreement is extended through June 30, 2009. The maximum obligation for this amended Agreement is increased by $362,000 from $98,000 to a new maximum of $460,000. Of that amount, $215,000 is included in the Behavioral Health and Recovery Services Adopted Budget for FY 2007-08. Of that amount $107,500 will be from federal Medi-Cal, $68,800 will be from State allocations for AB 3632, and $38,700 will be Net County Cost. For FY 2008-09, funding needs amounting to $245,000 for Milhous Children’s Services, Inc. have been included in the BHRS FY 2008-09 Recommended Budget.
