Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

The addition of one position, deletion of one position and reclassification of one position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of one unclassified position implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

adding one position,

deleting one position,

reclassifying one position, and

converting one unclassified position to classified as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 
 

ORGANIZATION 61000 BEHAVIORAL HEALTH AND RECOVERY SERVICES

 

Action:

Convert: One position of B112S, Mental Health Caseworker Series - Unclassified

Biweekly Salary: $2,440.80 – $3,051.20

Approximate Monthly Salary: $5,289.00 – $6,611.00

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Action:

Delete: One position of D086, Clinical Services Manager I - Informatics

Biweekly Salary: $4,219.20 – $5,273.60

Approximate Monthly Salary: $9,142.00 – $11,427.00

Add: One position of D144, Clinical Services Manager I - Nursing

Biweekly Salary: $3,470.40 – $4,338.40

Approximate Monthly Salary: $7,520.00 – $9,401.00

Explanation:

This is the deletion of one vacant position of Clinical Services Manager I –Informatics and the addition of one Clinical Services Manager I – Nursing position. This action will assist the department in their reorganization efforts. This action represents a monthly salary and benefits savings of $2,877.00. There is no change in the total number of authorized positions.

Action:

Reclassify: One position of E334S – Office Assistant Series

Biweekly Salary: $1,380.80 – $1,725.60

Approximate Monthly Salary: $2,992.00 – $3,739.00

To: One position of E368 – Public Services Specialist

Biweekly Salary: $1,449.60 – $1,812.00

Approximate Monthly Salary: $3,141.00– $3,926.00

Explanation:

This is an upward reclassification of one currently filled position of Office Assistant II to the classification of Public Services Specialist. A classification study was conducted for this position and the new duties and responsibilities are more appropriately represented by the Public Services Specialist classification. The action represents a monthly salary and benefits cost of $257.00 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 
 

Fiscal Impact

The add/delete actions represent a monthly salary and benefits savings of $2620.00 or an annual savings of $31,440.00.
