Approve Disposal of Three Off-road Diesel Vehicles in the Department of Parks’ Construction Equipment Fleet to be Replaced by Three New Low-emission Vehicles Purchased with California Air Resources Board Grant Funds

 

RECOMMENDATION:

Adopt a resolution approving disposal of three off-road diesel vehicles in the Department of Parks’ Construction Equipment Fleet to be replaced by three new low-emission vehicles purchased with California Air Resources Board grant funds and as required by terms of the grant agreement between the County of San Mateo and the California Air Resources Board.

Goals 14 and 15: Important natural resources are preserved and enhanced through environmental stewardship. Residents have access to green space, such as parks and recreational opportunities.

 

These three off-road vehicles will support a large number of park construction and maintenance projects while producing less Nitrous Oxide (Nox) and Carbon Dioxide (CO2) emissions.

 

BACKGROUND:

On June 5, 2007, the Board of Supervisors adopted Resolution #068773 approving acceptance of a $260,305 grant from the California Air Resources Board for the purchase of three off-road diesel vehicles and plug-in diesel filter retrofit equipment for the Department of Parks’ Construction Equipment Fleet.

 

The agreement for the grant funding states: For engine or equipment replacements, the engine or equipment to be replaced must be scrapped within 90 days of being replaced. For purposes of this Agreement, “scrapped” means destroying or rendering the ”equipment” useless either by punching a hole in the engine block, and/or cutting the structural components of the equipment, or some other manner acceptable to the Air Resources Board.

 

San Mateo County Ordinance Section 2.83.120 Disposal of Unneeded Personal Property states that “if the estimated value of surplus property exceeds, in the opinion of the Purchasing Agent, the sum of $10,000.00, he shall first report such fact to the Board of Supervisors and obtain the Board of Supervisors’ approval prior to any disposition of such property.”

 

DISCUSSION:

The County Department of Parks has purchased the three low-emission off-road diesel vehicles. To put these vehicles into service, it is necessary to scrap the three vehicles that are being replaced with these new vehicles. Thus, County Parks would like to decommission the road equipment using our regular surplus practice. First we will drain all fluids from the road equipment engines; then we will remove and dispose of hazardous materials. The scrap metal will be brought to Sims Metal for recycling. The receipt will be submitted to County Parks with a copy to the County’s Surplus Property agent.

 

County Parks requests the Board of Supervisors’ permission to implement this plan to decommission the old equipment to meet the grant agreement requirements of the California Air Resources Board.

 

FISCAL IMPACT:

There will be no impact to the County General Fund.
