SUBJECT:

Approval of FY 2008 Governor’s Office of Emergency Services Emergency Management Performance Grant ( EMPG)

RECOMMENDATION:

Adopt a Resolution authorizing the Sheriff or his designee in their capacity as OES Area Coordinator to:

    1. submit a grant application to the State Office of Emergency Services for administration of the Fiscal Year 2008 Emergency Management Grant Program in the amount not to exceed $166,861; and

    2. execute in the name of the County of San Mateo all necessary applications, contracts, agreements, amendments, and payment requests hereto for the purposes of securing grant funds and to implement and carry out the purposes specific in the grant application

BACKGROUND:

For several years the San Mateo County Sheriff’s Area Office of Emergency Services (OES) has served as the local administrator for the Emergency Management Performance Grant (EMPG) as well as the State Domestic Preparedness Grant, and State Homeland Security Grant Programs.

The Sheriff’s Office of Emergency Services is the administrator for the dissemination of information, emergency plans, and the coordination of any disaster or emergency that may occur in the County. OES serves as the liaison to the twenty cities and unincorporated areas of the County and is part of a Joint Powers Authority

DISCUSSION:

The purpose of the Fiscal Year 2008 EMPG will allow the San Mateo Area Office of Emergency Services (OES) to support activities that contribute to the capability to prevent, prepare for, mitigate against, respond to and recover from emergencies and disasters, whether natural or man-made.

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The $166,861 grant will be utilized for supplementing and enhancing existing emergency management capabilities and facilitating exercising and training. This is a matching grant. The County matching portion of the grant is contained within the Sheriff’s OES budget, and has been approved by the County Emergency Services JPA council.
