SUBJECT:

Authorization to Donate a 2002 GMC Van to the Service League

RECOMMENDATION

Adopt a Resolution authorizing the Sheriff to execute an agreement with the Service League for the donation of a 2002 GMC 15 passenger van for use in support of Hope House Rehabilitation Services.

VISION ALIGNMENT

Commitment: Ensure basic health and safety for all.

Goal 8: Help vulnerable people-the aged, disabled, mentally ill, at-risk youth and others- achieve a better quality of life.

This donation will help to transport women at Hope House, which is a long term residential treatment program, to and from required appointments, activities and rehabilitation services.

BACKGROUND

The Service League is a non-profit organization that assists men and women, their families and those released from custody with the problems and issues associated with incarceration in the County jail system. Hope House, a part of Service League, is a long term residential treatment program that serves the community by assisting women who have been incarcerated, or by providing an alternative to incarceration. The Service League and Hope House rely upon private and public donations to provide their important services to those in need. Hope House is in need of a van to transport women who are participating in the residential treatment program.

DISCUSSION

The donation of this van to the Service League will allow the women in Hope House to be transported to and from medical appointments, rehabilitation activities etc. that will enhance their goals to become sober and drug-free. This van, which has been serviced by the County Motor Pool, is no longer being used by the County. The vehicle should serve Hope House for several more years.

FISCAL IMPACT

This van was being taken out of service due to high mileage and would normally be auctioned. The estimated auction value of this van is $4,500 to $5,500. The only net County cost impact is the potential loss of these auction proceeds. However, the overall savings to the County detention and probation systems from women who successfully graduate from Hope House and go on to build productive, drug-free lives, and do not recidivate back into County jail, is potentially much greater. The donated van will assist Hope House in ensuring women attend programming and are transported safely and directly to the Hope House facility – thus this donation represents a cost-effective use of public funds.
