Rehabilitation of the Medium Security Correctional Facility in La Honda

 

RECOMMENDATION:

Approve an Appropriation Transfer Request transferring $537,020 from Non-Departmental Reserves to the Capital Projects Fund for the purpose of repairing and rehabilitating the Medium Security Facility in La Honda.

The Sheriff is responsible for the care and custody of all incarcerated adult offenders in San Mateo County. Readying the Medium Security Facility (MSF) for the temporary housing of inmates displaced by construction of a new jail or emergent overcrowding that may occur before the new facility has been completed enhances the County’s ability to operate safe, secure and healthy correctional facilities.

 

BACKGROUND:

Over the last year, County partners have engaged in discussions seeking interim solutions to jail overcrowding. In addition, planning began in 2005 to replace the Maple Street Correctional Facilities with a new detention and alternative custody facility. In February 2008, the re-opening of MSF was proposed to the Board as a temporary solution to housing male inmates displaced during construction of the new Maple Street Correctional Facility.

DISCUSSION:

While progress on the Maple Street Correctional Facility Replacement Project is being made, there continues to be overcrowding in both the Maguire Correctional Facility and the Women’s Correctional Center. In addition, new challenges in state corrections reform may also affect local inmate populations. The rehabilitation of the Medium Security Facility (MSF) will help address these issues as well as provide safe and secure housing during construction of the new jail.

 

The recommendation to ready MSF now will take advantage of dry weather conditions in the Summer months, given the facility’s remote location and rural grounds.

 

FISCAL IMPACT:

This action will result in a Net County Cost of $537,020 in FY 2007-08, representing the one-time cost for repairs and rehabilitation of MSF. The Sheriff’s Office will contribute $30,904 for the balance of this fiscal year to cover security costs to guard the facility on evenings and weekends. These costs will be covered by existing appropriations within the Sheriff’s FY 2007-08 budget.

 

There would be a Net County Cost in FY 2008-09 of $288,160, which provides for an additional six months of security as well as post repair modifications, such as food service equipment replacement and inmate bunk modifications.

 

The County’s Risk Management Division has submitted an insurance claim of $230,000 for theft and vandalism that occurred at MSF during its closure. Should the insurance funds be received, they would be used to reimburse Non-Departmental Services, thereby reducing the overall one-time Net County Cost to $595,180.
