Appropriation Transfer Request for Contract Services with Opportunities Industrialization Center West dba Job Train

 

RECOMMENDATION:

Approve an Appropriation Transfer Request (ATR) transferring $85,000.00 from Salaries and Benefits to Other Professional Contract Services for Agreement with Opportunities Industrialization Center West (OICW) dba Job Train for employment and vocational training services for non compliant child support obligors. The Agreement with Job Train is for the period June 1, 2008 through May 30, 2009.

Job Train provides vocational and life skills training as well as career placement that can help low income or limited skilled individuals become self sufficient. A Job Train counselor will be stationed at child support court hearings where obligors who are delinquent in their child support payments have been served to appear. The court may order these individuals to work with Job Train under California Family Code 3558. Job Train will assess each individual’s specific needs and develop a service plan that will include employment and vocational recommendations. The collaboration between the Department of Child Support Services and Job Train provides needed services to non compliant parents and gives them the opportunity to gain essential job skills and work to pay their delinquent child support, thus allowing them to better fulfill their court ordered child support obligation. The necessary Appropriation Transfer Request to realize the Agreement with Job Train contributes directly to the Department’s Quality and Outcome measures regarding payment of current child support and percentage of cases with a payment towards arrears.

BACKGROUND:

The Department of Child Support Services (DCSS) continues to search for community partnerships that enhance services to parents ordered to pay child support and help these individuals meet their court ordered child support obligations. Job Train will assess a client’s need in the areas of vocational training and job placement and develop a vocational training plan geared to meet their specific goal. Job Train has experience working with challenging participants (i.e. previously incarcerated, chronically unemployed, etc.) to identify barriers to employment and support their clients in their efforts to overcome these barriers and obtain permanent employment.

 

DISCUSSION:

This Appropriation Transfer Request (ATR) is needed to utilize current year salary savings in FY 2007-08 to fund the agreement with Job Train and allow non paying obligors, facing court hearings and possible jail time, an opportunity to be referred by the court or DCSS for services offered by Job Train. The Department expects that a referral to Job Train from the Court for those clients facing more serious challenges in meeting their child support obligations will increase the probability of compliance with court ordered child support obligations. Non compliant obligors will be encouraged to work towards resolution in order to avoid contempt actions and possible jail time ordered by the court. In FY 2008-09, the Department will measure the number of participants who obtained gainful employment and made current child support payments because of the collaboration with Job Train.

 

FISCAL IMPACT:

The Department is fully funded by state and federal subventions and receives no County General Fund support. There is no Net County Cost impact.
