Agreement No. AP-0809-08 with the California Department of Aging for Fiscal Year 2008-09

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the President of the Board of Supervisors to execute Agreement No. AP-0809-08 for funding under Title III/VII of the Older Americans Act and for the Community-Based Services Program of the Older Californians Act with the California Department of Aging for the continuation of nutrition, supportive, and employment community-based services for the term of July 1, 2008 through June 30, 2009 in the amount of $3,023,290; and

2.

Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the funding amount by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Older Americans Act funding contributes to this commitment and goal by allowing Aging and Adult Services (AAS) to provide services to at-risk individuals that help them remain in the most independent setting possible. With the assistance of the services provided through Title III/VII and Community-Based Services Program (CBSP) funding, we have met this measure as a Division.

BACKGROUND:

Every four years the Board, as the Area Agency on Aging (AAA) of San Mateo County, is required to submit an Area Plan for aging services to California Department of Aging (CDA). The State also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted Older Americans Act (OAA) and CBSP funds, which are determined through a statewide funding formula. The plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services, as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo County’s OAA and Older Californians Act (OCA) allocations. On July 12, 2005, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2005-09. This plan, together with the annual budget, fulfills CDA’s requirements and generates a contract from CDA for funding.

 

DISCUSSION:

Title III/VII and CBSP funding support a variety of programs including Adult Day Care, Alzheimer’s Program, Brown Bag, Case Management, Congregate Nutrition, Disease Prevention/Health Promotion, Family Caregiver Support, Home-Delivered Meals, Legal Assistance, Ombudsman Program, Transportation, and Unsubsidized Senior Employment services. These nutrition, supportive, and employment services, which serve approximately 11,250 seniors annually, are designed to carry out many of the goals and objectives identified in the Strategic Plan and help at-risk individuals remain in the most independent setting possible.

 

Nutrition, supportive, and employment services are part of the group of supportive services funded with the County’s OAA allocation and are provided by community-based agencies. Funds from this Agreement make up a portion of the funds spent in the community for these services. The community-based agencies provide additional funds to enhance services. County Counsel has reviewed and approved the Agreement and Resolution as to form.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2008 through June 30, 2009. Execution of this Agreement with CDA allows the County to claim its allocation of OAA and OCA funding for Title III/VII and CBSP for FY 2008-09. The total amount of this Agreement is $3,023,290 comprised of $2,374,462 in federal funds and $648,828 in state funds. Revenues and expenses related to this Agreement are included in the AAS FY 2008-09 Recommended Budget. There is no Net County Cost associated with approving this Agreement.
