Agreement with California Psychiatric Transitions

   

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with California Psychiatric Transitions to provide mental health rehabilitation services for the term July 1, 2008 through June 30, 2011, for a maximum obligation of $2,460,900; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing mental health rehabilitative services for the treatment of severely mentally ill San Mateo County residents.

Behavioral Health and Recovery Services (BHRS) provides a range of services in order to promote wellness and recovery and to support consumers at the lowest possible level of care. The provision of locked facility long-term care services is one established level of care. The services provided through this Agreement contribute to this measure.

BACKGROUND:

California Psychiatric Transitions (CPT) is located in Delhi, California, and is one of a very limited number of Mental Health Rehabilitation Centers (MHRC) that specialize in working with people who are dually diagnosed as seriously mentally ill and developmentally disabled or brain injured. CPT offers specialized services that meet BHRS client needs for placement at a lower level of care following hospital discharge. BHRS does not have the capacity to provide long-term locked placement services, and has contracted with CPT for these services since FY 2002-03. Under the B-1 Administrative Memorandum the selection of providers of these locked placement services is exempt from the Request for Proposals requirement.

 

DISCUSSION:

The maximum number of beds available to San Mateo County residents at CPT is eight. In order to provide the flexibility needed to place clients in the most appropriate and cost effective facility, more MHRC beds are contracted than are actually used system wide. BHRS manages the placements in this and other adult and older adult long term residential service facilities within the total budget available for these services.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2011. The Agreement maximum is $2,460,900 for the three-year term. The budgeted maximum for FY 2008-09 is $820,300, which is included in the BHRS FY 2008-09 Recommended Budget. Of that amount, sales tax through Realignment will cover $730,067 and Net County Cost is $90,233. Similar arrangements will be made for FY 2009-10 and

FY 2010-11.
