SUBJECT:

Agreement with the Hiller Aviation Museum for the Vertical Challenge Helicopter Air Show – San Carlos Airport

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Authorizing the President of the Board to execute an agreement with the Hiller Aviation Museum which allows Hiller to hold a dinner show on Friday, June 20, 2008, conduct a Helicopter Air Show, on Saturday, June 21, 2008, and have a display of military aircraft on Sunday, June 22, 2008, at the San Carlos Airport; and

 

2.

Authorizing a one-time waiver of the 12,500-pound weight restriction at the San Carlos Airport for the specified display aircraft listed in the Agreement.

Authorizing execution of the proposed agreement will provide an educational opportunity for the general public and a funding opportunity for the Hiller Aviation Museum (Hiller).

 

BACKGROUND:

Executed similar agreements with Hiller each of the past eight years.

 

HISTORY

Your Board, over the past eight years, has authorized Hiller to conduct the Vertical Challenge Air Show (Air Show) at the San Carlos Airport (Airport). The list of activities for this year’s Air Show is similar to past years and is included as Attachment “A”.

 

DISCUSSION:

Section 25536 of the Government Code provides that a board of supervisors, by 4/5ths vote, may enter into concession agreements to allow activities on County airport property. The Air Show is proposed as a tribute to the contributions of helicopters in our daily lives, from traffic and news reporting to military and lifesaving operations. We are again recommending that your Board approve the Air Show as:

 

1.

Hiller will ensure the community is aware of the Air Show through radio ads and full-page announcements in local papers and the Redwood Shores Homeowners’ Association newsletter. Additionally, they will invite airport businesses and local non-profit organizations to participate by setting up booths at the Air Show.

 

2.

We have notified all tiedown and hangar tenants of the proposed Air Show as well as the Fixed Based Operators and the Federal Aviation Administration (FAA).

 

3.

The Airport will be open for normal aircraft arrivals and departures except for a 45-minute closure period during the Friday evening dinner and two one-hour closures on Saturday. The closures are required in order to safely conduct the helicopter air show demonstrations. Practice pattern flying will also be restricted during the pre-event dinner and on the day of the Air Show as necessary to safely accommodate event aircraft and activities. Hiller has agreed to comply with all requirements of the FAA related to their air-show activities.

Hiller is required to provide sufficient volunteers to coordinate parking and the general policing of the areas to be used, and they are coordinating traffic control during the Air Show with the California Highway Patrol and the Cities of San Carlos and Redwood City. They will also be coordinating with the local providers of emergency services, many of whom are participating in the event.

The agreement requires that the sale of alcohol during the Air Show and pre-event dinner be in compliance with the County’s sale of alcohol policies and that Hiller develop a Waste Diversion and Recycling Plan to reduce and divert waste generated during the Air Show. Hiller is also required to provide insurance coverage for the Air Show that meets the requirements of the County Risk Manager.

 

6.

The agreement provides that the Operator will voluntarily agree to comply with the County's new ordinance regarding disposable food service ware even though that ordinance will not be effective until after the dates of the event.

 

A one-time waiver of the 12,500-pound weight restriction at the Airport is required because some of the aircraft to be displayed will exceed that weight limit.

 

A resolution and attached agreement have been approved as to form by County Counsel and Hiller has executed the agreement.

 

FISCAL IMPACT:

Hiller will charge a $17 entrance fee to the general public with a $10 fee for Seniors and for children ages 5-17. Children under five (5) are free. Admission for the Friday night pre-show dinner event will be $60 per person.

 

The Airport will receive $.80 per ticket and two percent (2%) of the Hiller’s gross proceeds for the Air Show based on the standard requirements of Hiller’s operating agreement with the County.

 

There is no impact to the General Fund.
