Resurfacing of Bay Road – North Fair Oaks Area,
Federal Project Number STPL-5935 (041) 04-SM-0-CR

RECOMMENDATION:

Adopt a resolution awarding and authorizing execution of a contract for the resurfacing of Bay Road in the North Fair Oaks Area to C.F. Archibald Paving, Inc. in the amount of $475,570, Federal Project Number STPL-5935 (041) 04-SM-0-CR (Project No. RK601, F-36 [388]).

The resurfacing of Bay Road will improve the condition of the road for the benefit of the public.

 

BACKGROUND:

PREVIOUS BOARD ACTION

1.

Adopted Resolution No. 069380 on April 22, 2008, which adopted plans and specifications that require the contractors performing the work pay not less than the general prevailing rates of wages, and which called for sealed proposals for the above-mentioned project.

   

2.

Authorized the Director of Public Works to execute agreements with utility agencies for utility type work costing less than $100,000 proposed to be done in conjunction with road projects.

 

HISTORY

On Tuesday, May 13, 2008, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

 

DISCUSSION:

The bids have been checked and the bid of:

 

C.F. Archibald Paving, Inc.

3624 Haven Avenue

Redwood City CA, 94064

 

at $432,337.00 was the lowest bid received.

 

The Engineer’s estimate was $456,000. A summary of the bids received is attached as Exhibit “A”.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, jury duty pay provisions, and equal benefits.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total estimated cost for construction is $475,570, which includes a ten percent (10%) contingency (approximately $43,233) because the work is bid on a unit price basis (i.e., tons of asphalt concrete placed, and square yards of pavement repairs performed). The contingency is used to pay the contractor for any additional material placed for the various bid items. The quantity used depends on the unit weight and actual limits of the construction project. The contingency may also be used to pay for added work resulting from unforeseen conditions not anticipated in the construction contract documents.

Reimbursement for the cost of doing work for the City of Redwood City and the Fair Oaks Sewer Maintenance District will be covered by agreements executed by the Director as authorized by your Board.

 

Funds have been appropriated in the Road Fund to finance this project.

 

There is no impact to the General Fund.
