SUBJECT:

Road Oil Application in Conjunction with the County’s
2008 Coastside Chip Seal Road Improvement Project
(Project No. RN801, F-306 [H])

 

RECOMMENDATION:

Adopt a resolution awarding and authorizing execution of a contract for the Road Oil Application in Conjunction with the County’s 2008 Coastside Chip Seal Road Improvement Project to VSS Emultech in the amount of $268,800.

 

VISION ALIGNMENT:

Adoption of this resolution contributes to this commitment and goal by substantially improving the condition of the road for the benefit of the public.

 

BACKGROUND:

 

PREVIOUS BOARD ACTION

1.

Authorized the Director of Public Works to develop plans and specifications and to call for bids for non-controversial maintenance type projects on various County roads.

 

2.

Approved the County’s Coastside Chip Seal Project on February 26, 2008 through Resolution No. 69294, which authorized the County expenditure of Proposition 1B monies received from the State of California.

 

3.

Adopted Resolution Number 69379 on April 22, 2008, which approved and adopted the plans and specifications, and called for sealed proposals, for this project.

 

HISTORY

On Tuesday, May 13, 2008 bids were accepted for this project and subsequently referred to this office for checking and recommendation.

 

DISCUSSION:

The bids have been checked and the bid by:

 

VSS Emultech

3785 Channel Drive

West Sacramento, CA 95798

 

at $244,360.00 was the lowest bid received.

 

The Engineer’s estimate was $300,000. A summary of the bids received is illustrated on Exhibit “A”.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, jury duty pay provisions, and equal benefits.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total estimated cost for construction is $268,800.00, which includes a ten percent (10%) contingency (approximately $24,440) as the work is bid on a unit price basis (i.e., per square yard for rejuvenating polymer modified emulsion). The contingency is used to pay the contractor for any additional material placed for the bid item because the actual quantity used depends on the unit weight and actual limits of the construction project. The contingency can also be used to pay for added work resulting from unforeseen conditions not anticipated in the construction contract documents.

 

Funds have been appropriated in the Road Fund to finance this work.

 

There is no impact to the General Fund.
