Amendment to the Agreement with Healthcare Cost Solutions

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of an Amendment to the Agreement with Healthcare Cost Solutions to provide an interim Medical Records Manager, extending the term of the Agreement from August 20, 2007 to November 30, 2007 to August 20, 2007 to February 28, 2008 and increasing the amount by $64,477.50 from $72,000 to a maximum amount payable thereunder of $136,477.50

The Agreement contributes to this commitment and goal by providing an interim manager in San Mateo Medical Center Medical Records while recruitment for the position takes place.

BACKGROUND:

The position of Medical Records Manager at the San Mateo Medical Center (SMMC) became vacant in July, 2007. The vacancy was advertised by Human Resources (HR). While HR conducted its recruitment, three vendors were requested to provide resumes of qualified contractors to function as interim Medical Records Manager during the recruitment process. Two of the vendors contacted provided resumes. Interviews were conducted and the most suitable person for the position was selected.

 

DISCUSSION:

As a result of the vacancy posting by Human Resources, two applicants were identified. Interviews were scheduled. However, due to the holiday season and the various steps of the County hiring process, the existing Agreement needed to be extended.

A full time Medical Records Manager has now been hired and is currently in the position. However, the Agreement requires an amendment to allow for payment of invoices for the contracted interim Medical Records Manager.

This agreement was placed in pending while waiting for necessary information, and due to the continued backlog of contracts being processed, the SMMC was not able to bring this contract to the Board before this time.

County Counsel has reviewed and approved this Agreement.

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The term of the Agreement is extended from August 20, 2007 to November 30, 2007 to August 20, 2007 through February 28, 2008. The maximum amount of the Agreement is increased by $64,477.50 from $72,000 to $136,477.50. Funds to pay for these services are included in San Mateo Medical Center’s FY2007-08 Adopted Budget.
