Agreement with Mental Health Association of San Mateo County

 

RECOMMENDATION

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an Agreement with Mental Health Association of San Mateo County to provide HIV housing services and manage the Wrap Around Fund for the period of July 1, 2008 through June 30, 2009, for a maximum obligation of $607,180; and

 

2)

Authorizing the Director of Health or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or make minor modifications to the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Since 1994 Mental Health Association (MHA) has been providing housing assistance to clients with HIV/AIDS and managing the Wrap Around Fund (WAF), which provides limited emergency assistance for expenses associated with securing and maintaining housing. Some of the expenses covered by WAF include utility payments, minor home repairs, and rental assistance. These services have been instrumental in helping numerous clients maintain stable housing, enabling them to keep medical appointments and adhere to increasingly complex medication regimens.

 

DISCUSSION:

The San Mateo County AIDS Program has been awarded funding from the Housing Opportunities for Persons with AIDS Act (HOPWA) and from the Ryan White CARE Act (RW) to provide housing and emergency assistance services related to obtaining and maintaining housing. A Request for Proposals (RFP) to provide housing services and manage the Wrap Around Fund was released in March 2006. MHA was selected to provide these services. This is the third year of the RFP period.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form and content. The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2009. The maximum amount of funding for the Agreement is $607,180, which includes a 3% Cost of Living Allowance (COLA) applicable for the period, $487,740 in HOPWA funds and $101,755 in RW funding. This amount is included in the Public Health FY 2008-09 Recommended Budget. The Net County Cost of $17,685 represents the 3% COLA approved by your Board for community-based organizations.
