SUBJECT:

Amendment One to the Agreements with four providers for Home Health and Attendant Care services for FY 2008-09

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment One to each of the Agreements with Addus HealthCare, Inc.; American CareQuest, Inc.; Medical Care Professionals; and NP Plus, LLC for home health and attendant care services adding language regarding rates and increasing the collective amount by $800,000 for FY 2008-09 for a total of $1,770,000 with no change to the term of July 1, 2007 through June 30, 2010.

These Agreements contribute to the commitment and goal by providing home health and attendant care services.

 

Aging and Adult Services (AAS) has continued to make the provision of services which help maintain at-risk individuals in a least restrictive setting a division-wide performance measure. With the assistance of the services provided through these Agreements AAS has met this measure as a division.

BACKGROUND:

Home health attendants provide a variety of personal and health-related services that enable clients to remain in their own homes and avoid unnecessary institutionalization. AAS’ programs that provide home health and attendant care services include AIDS Case Management and Waiver Programs, Centralized Intake/Adult Protective Services (APS), Healthier Outcomes through Multidisciplinary Engagements, Linkages/Respite, Multipurpose Senior Services Program (MSSP), and the Public Guardian program.

 

On August 14, 2007, the Board adopted Resolution 68921 approving Agreements with Addus HealthCare, Inc.; American CareQuest, Inc.; Medical Care Professionals; and NP Plus, LLC for the term of July 1, 2007 through June 30, 2010, in the collective amount of $970,000 for the first year of the Agreements.

 

DISCUSSION:

The home health and attendant care providers were selected through a Request for Proposals process conducted in 2007 by AAS for a contract term July 1, 2007 through June 30, 2010. The collective amount of the Agreements is amended each fiscal year and is dependent on available funding. These First Amendments to the Agreements add funds for the second year. The Amendments add a cap of one-hour as the maximum charge for situations when the client refuses services or is not available when the caregiver comes to the home.

 

County Counsel has reviewed and approved the Resolution and Amendments as to form.

 

FISCAL IMPACT:

The term of the Agreements remains the same, July 1, 2007 through June 30, 2010. The maximum the County shall be obligated to pay collectively for these amended Agreements for FY 2008-09 under a single resolution is $800,000. The new collective amount is $1,770,000 for the full contract term. Funding for these Agreements is a combination of state, federal and client (conservatee) funds, and has been included in the AAS FY 2008-09 Recommended Budget. There is no Net County Cost.
