SUBJECT:

Fourth Amendment to the Agreements with four providers for Adult Day Care Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute the Fourth Amendment to each of the Agreements with Catholic Charities CYO; City of South San Francisco; Mills-Peninsula Senior Focus, Inc.; and Peninsula Volunteers, Inc., for adult day care services, increasing the collective amount by $130,000 for FY 2008-09 for a total of $554,800 with no change to the term of July 1, 2005 through June 30, 2009.

These Agreements contribute to the commitment and goal by providing adult day care services.

 

Aging and Adult Services (AAS) has continued to make the provision of services which help maintain at-risk individuals in a least restrictive setting a division-wide performance measure. With the assistance of the services provided through these Agreements, we have met this measure as a Division.

BACKGROUND:

On September 13, 2005, your Board adopted Resolution 67528 approving Agreements with Catholic Charities CYO; the City of South San Francisco; Mills-Peninsula Senior Focus, Inc.; and Peninsula Volunteers, Inc., in the collective amount of $141,600 for the term of July 1, 2005 through June 30, 2009 for the provision of adult day care services. This Resolution also authorized the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided under these Agreements.

 

On April 13, 2006, the Director of Health approved the First Amendment to the Agreements, adding State required language regarding an appeals process and restrictions around lobbying, as well as County required language regarding contractor employee jury service with no change to the amount or terms of the Agreements.

 

On June 27, 2006, your Board adopted Resolution 68108 approving the Second Amendment to the Agreements which increased the total by $141,600 for the time period of July 1, 2006 through June 30, 2007 for a total amount of $283,200 collectively with no change to the terms.

 

On September 11, 2007, your Board adopted Resolution 68971 approving the Third Amendment to the Agreements which increased the total by $141,600 for the time period of July 1, 2007 through June 30, 2008 for a total amount of $424,800 collectively with no change to the terms.

 

DISCUSSION:

AAS receives funding from the California Department of Aging (CDA) for the Multipurpose Senior Services Program (MSSP). MSSP provides a variety of services such as adult day care, transportation, attendant care, and family caregiver support through agreements with community-based organizations. These Agreements provide adult day care services which provide a structured and therapeutic program of supervised social, recreational, and nutritional services, linking participants with needed supportive services. The goal of adult day care is to maintain or improve the well-being of seniors and adults with disabilities.

 

The adult day care service providers were selected through a Request for Proposals (RFP) process conducted in 2005 by AAS for a contract term of July 1, 2005 through June 30, 2009. This Fourth Amendment to the Agreements increases the funding based on annual CDA funding for the continuation of these services for FY 2008-09. County Counsel has reviewed and approved the Resolution and Amendments as to form.

 

FISCAL IMPACT:

The term of the Agreements remains the same, July 1, 2005 through June 30, 2009. The maximum the County shall be obligated to pay collectively for these amended Agreements for FY 2008-09 under a single resolution is $130,000. The new collective amount of the Agreements is $554,800 for the full contract term. These Agreements are a combination of state and federal funds, and have been included in the AAS FY 2008-09 Recommended Budget. There is no Net County Cost associated with this action.
