RECOMMENDATION:
|
Adopt a Resolution authorizing the Controller to continue payments on Health Department contracts from July 1, 2008 through September 30, 2008.

Goal 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life.
This Resolution authorizing the continuation of contracts contributes to this goal by allowing the Controller to make payments on contracts at the existing rates through September 30, 2008, in order to ensure continuous provision of services to residents.

BACKGROUND:
|
The Health Department has a number of contracts for services that will expire on or before June 30, 2008, that are pending completion. These contracts, listed in the Resolution, will be submitted for renewal or extension by the end of September 2008.

DISCUSSION:
|
To ensure continued provision of services during this period, it is necessary to authorize the Controller to continue to make payments to these contractors at the existing rates through September 30, 2008. This Resolution allows contractors to provide necessary services in a timely fashion and will allow the Health Department the time needed to complete negotiations. This Resolution requires that all terms and conditions of the existing agreements are met.
The contracts included in the Resolution are largely for services provided by the Behavioral Health and Recovery Services Division. Reduction in the allowable Medi-Cal rates for services resulted in delays in contract negotiations with community-based providers. We expect to bring most of the contracts to your Board in July. Many of the smaller contracts will be submitted for County Manager approval in July and August.
The completion of contracts from Aging and Adult Services was delayed due to the late notice from the State regarding available funding for Area Agency on Aging services. We expect those contracts to be presented to your Board as a package in September.
County Counsel has reviewed and approved the Resolution as to form.

FISCAL IMPACT:

Funds for the annual costs of these contracts have been included in the Health Department’s FY 2008-09 Recommended Budget.
