Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of seven positions and the salary adjustment of one position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying seven positions, and

adjusting the salary of one position.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

ORGANIZATION 15000 TAX COLLECTOR-TREASURER

 

Action:

Reclassify: Two positions of E349, Lead Fiscal Office Assistant

Biweekly Salary: $1,565.60 – $1,956.80

Approximate Monthly Salary: $3,392.00 – $4,240.00

To: Two positions of E350 – Fiscal Office Specialist

Biweekly Salary: $1,644.80 – $2,056.00

Approximate Monthly Salary: $3,564.00 – $4,455.00

Explanation:

This is an upward reclassification of two currently filled positions of Lead Fiscal Office Assistant to the classification of Fiscal Office Specialist. A reclassification study determined that the duties of these positions are more appropriately represented by the Fiscal Office Specialist classification. The action represents a monthly salary and benefits cost of $589.00 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

Action:

Reclassify: One position of E337 – Office Specialist

Biweekly Salary: $1,524.80 – $1,906.40

Approximate Monthly Salary: $3,304.00 – $4,131.00

To: One position of E403 – Payroll/Personnel Services Specialist

Biweekly Salary: $1,644.80 – $2,056.00

Approximate Monthly Salary: $3,564.00 – $4,455.00

Explanation:

This is an upward reclassification of one currently filled position of Office Specialist to the classification of Payroll/Personnel Services Specialist. A reclassification study determined that the duties and responsibilities of this position are more appropriately represented by the Payroll/Personnel Services Specialist classification. The action represents a monthly salary and benefits cost of $444.00 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

Action A:

Reclassify: Four positions of G069, Benefits Analyst III

Biweekly Salary: $1,966.40 – $2,457.60

Approximate Monthly Salary: $4,261.00 – $5,325.00

To: Four positions of G233, Human Services Hearings Officer

Biweekly Salary: $2,476.00 – $3,095.20

Approximate Monthly Salary: $5,365.00 – $6,707.00

Explanation:

This is the reclassification of four filled Benefits Analyst III positions. A study was conducted to appropriately classify these incumbents who oversee fair hearings and represent the County in appeal processes for Civil Rights complaints. This action represents a monthly salary and benefits cost of $7,573.00 based on filling all positions at the top step of the range. There is no change in the total number of authorized positions.

   

Action B:

Add: 10.55% to the base pay, in addition to all other compensation, of D160, Social Services Program Specialist - Management.

Explanation:

This is the addition of 10.55% to the base pay, in addition to all other compensation, of the Social Services Program Specialist - Management. This is to address compaction issues between this classification and its direct reports. This action represents a monthly salary and benefits cost of $671.00. There is no change in the total number of authorized positions.

 

Fiscal Impact

The add and delete actions represent a monthly salary and benefits savings of $9,277.00 or an annual savings of $111,324.00.
