Grant Agreements with the Federal Aviation Administration and the California Department of Transportation for Improvements at the San Carlos Airport (AIP No. 3-06-0210-12 and AIP No. 3-06-0210-13)

 

Recommendation

Adopt resolutions:

 

1)

Authorizing the President of the Board to execute two grant agreements (AIP No. 3-06-0210-12 and AIP No. 3-06-0210-13) with the Federal Aviation Administration in the amounts of $500,000 and $333,721 respectively to be used for the design and construction of safety and infrastructure improvements at the San Carlos Airport; and authorizing the Director of Public Works to execute any other documents associated with the acceptance of said grant funds from the Federal Aviation Administration.

 

2)

Authorizing the President of the Board to execute grant agreements with the California Department of Transportation for matching grants equal to two and one-half percent (2.5%) of Federal Aviation Administration grants (AIP No. 3-06-0210-12 and AIP No. 3-06-0210-13) at the San Carlos Airport; and Authorizing the Director of Public Works to execute any other documents associated with the application and acceptance of said grant funds from the California Department of Transportation.

Authorizing the execution of the proposed grant agreements will provide funding for the design and construction of Airport improvements that will rehabilitate airport infrastructure and enhance safety for Airport users.

 

Background

Previous Board Action

Authorized similar agreements with the Federal Aviation Administration (FAA) and California Department of Transportation (DOT) in previous years that provided federal and state funding to finance improvements at the San Carlos Airport.

 

History

Public Works submitted an application (AIP No. 3-06-0210-12) to the FAA requesting funding for the rehabilitation of taxiways and construction of drainage improvements which are currently being conducted as part of the Airport’s new Hangar and T-Shade construction project previously approved by your Board.

 

We also submitted an application (AIP No. 3-06-0210-13) for the design of safety and infrastructure improvements at the Airport including levee improvements and realignment, pump station upgrades, utility under-grounding and pavement rehabilitation and repairs.

 

Discussion

The FAA has offered the County two airport improvement grants (AIP No. 3-06-0210-12 and AIP No. 3-06-0210-13) in the amounts of $500,000 and $333,721 for the design and construction of safety and infrastructure improvements at the Airport. The FAA grants are for 95% of the projects’ total costs of $877,601.

 

The California DOT will provide State matching grants equivalent to two and one-half percent (2.5%) of the FAA grants, which is equivalent to 2.375% of the projects’ total costs. This amount will equal $12,500 for the FAA grant of $500,000 and $8,343 for the FAA grant of $333,721. Although State law authorizes matching grants equal to 5% of the FAA grants, the State reduced its contribution to 2.5% when the FAA increased its grants from 90% to 95%. The State determined that it was important to continue to have local financial participation in these projects.

 

We are recommending that the Board execute the grant agreements, and that the Director of Public Works be authorized to sign any other documents associated with the application and acceptance of grant funds from the FAA and DOT.

 

Resolutions and agreements have been approved as to form by County Counsel and the FAA has executed both of the attached grant agreements.

 

Fiscal Impact

The projects will be initially financed from the Airport Enterprise Fund, as the Federal and State grants are received on a reimbursable basis. The Airport Enterprise Fund has sufficient funds available to manage the cash flow requirements of the projects while monthly grant payments are being requested of the FAA and DOT.
