Fish Passage Barrier Modifications to Sequoia Flat Crossing, Memorial Park, California (Project No. OD029)

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the Fish Passage Barrier Modifications to Sequoia Flat Crossing, Memorial Park, California project.

The project modifies an existing fish passage barrier that is located at the Sequoia Flat Crossing of Pescadero Creek in Memorial Park. This is a Department of Parks project that is being implemented through the Department of Public Works.

 

Background

Previous Board Action

Adopted Resolution Number 068179 on August 1, 2006, which authorized acceptance of funding in the amount of $275,024 from the California Department of Fish and Game.

 

Adopted Resolution Number 068689 on May 1, 2007, which adopted Plans and Specifications and called for the sealed bids for the project. However, the project was put on hold prior to bid opening due to grant funding issues.

 

Adopted Resolution Number 069441 on May 20, 2008, which called for sealed proposals for the Fish Passage Barrier Modifications to Sequoia Flat Crossing Memorial Park, California project.

 

History

On Tuesday, June 10, 2008, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

 

Discussion

The bids have been checked and the bid of:

 

Half Moon Bay Grading & Paving, Inc.

1780 Higgins Canyon Road

Half Moon Bay, CA 94019-2522

 

at $171,719.00 was the lowest bid received.

 

The Engineer’s estimate was $176,000. A summary of the bids received is attached as Exhibit “A”.

 

We have reviewed the Contract documents and have determined that the Equal Employment (Affirmative Action) program submitted by Lower Bidder is in accordance with the current Equal Employment Guidelines. We have also determined that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost for construction is $188,800, which includes a ten percent (10%) contingency (approximately $17,081) as the work is bid on a unit price basis (i.e., cubic yards of concrete and backfill placed). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used depends on the unit weight and actual limits of the construction project or to pay added work resulting from unforeseen conditions not anticipated in the construction contract documents. Funds for construction of this project and other planned components have been acquired from State Grants and other funds.
