Lighting Retrofit at the Maguire Correctional Facility
(Project No. P6Y08)

 

RECOMMENDATION:

Adopt a resolution

 
 

1.

Authorizing the President of the Board of Supervisors to execute a contract with Fluoresco Lighting and Signs, in the amount of $162,873.83 for the Lighting Retrofit at the Maguire Correctional Facility located at 300 Bradford Street, Redwood City.

 
 

2.

Authorizing the Director of Public Works to execute contract revision orders related to this project, that will not exceed $16,287.38 in aggregate, which is ten percent (10%) of the contract amount.

Your Board’s adoption of the proposed resolution will result in cost savings and a net reduction in carbon dioxide emission associated with providing lighting at the Maguire Correctional Facility, and will demonstrate your Board’s continuing commitment to conserve energy and practice environmental stewardship.

 

BACKGROUND:

Previous Board Action

Adopted Resolution No. 069381 on April 22, 2008, which adopted plans and specifications, and called for sealed proposal for the proposed work. On Tuesday, May 20, 2008, bids were opened for this project and subsequently referred to the Department of Public Works for review and recommendation.

 

DISCUSSION:

The bids have been reviewed and the bid by:

 

Fluoresco Lighting and Signs

8469 Pardee Drive

Oakland, CA 94621

 

for $162,873.83 was the lowest bid received.

 

The work is estimated to cost between $150,000 - $200,000. A summary of the bids received is illustrated on Exhibit “A”.

 

We have reviewed the lowest bidder’s proposal and believe it accurately reflects the costs for this work.

 

The contractor has assured compliance with the county’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The project is funded in the 2007-2008 Capital Projects Budget.

 

The project qualifies for approximately $22,000 in energy rebates from the Local Government Energy Partnership (LGEP), which will be received through Pacific Gas and Electric Company (PG&E) after the work is completed.

 

There is a positive impact to the General Fund as energy savings will continue after the three (3) years pay back period based on the current cost of kilowatt-hours.
