RESOLUTION A) AUTHORIZING WAIVER OF THE REQUEST FOR PROPOSAL (RFP) PROCESS; AND B) AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH SAN FRANCISCO STATE UNIVERSITY/BAY AREA ACADEMY (SFSU/BAA) TO PROVIDE TRAINING FOR THE HUMAN SERVICES AGENCY (HSA) AND OTHER PARTICIPANTS AS DETERMINED BY HSA, FOR THE TERM JULY 1, 2008 TO JUNE 30, 2011, IN THE AMOUNT OF $900,000, $414,000 IS NET COUNTY COST; AND C) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY (HSA) OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the County of San Mateo wishes to enter into an Agreement with SFSU/BAA to provide Title IV-E eligible on-going advanced training to Children and Family Services (CFS) staff and resource parents to improve outcomes for children and, for the term July 1, 2008 through June 30, 2011 in the amount of $900,000 for the term of the Agreement; and

 

WHEREAS, it is in the County’s best interest to waive the RFP process since SFSU/BAA is the designated Regional Training Academy for San Mateo County by the California Department of Social Services for the Title IV-E Common Core Curriculum training; thus, ensuring continuity of training; and

 

WHEREAS, CDSS has designated the SFSU/BAA as San Mateo County’s Regional Training Academy (RTA) to provide Title IV-E Common Core Curriculum training to CFS staff and SFSU/BAA is very knowledgeable about San Mateo County’s culture, training needs and Title IV-E funding, and is therefore able to be respond to Child Welfare’s changing needs while complying with Federal training funding regulations; and

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved it as to both form and content and desires to enter into the same.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The Request for Proposal process is waived; and

B) The President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto; and

C) The Director of the Human Services Agency or the director’s designee to execute contract amendments which modify the county’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
