BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

    RESOLUTION:
    1. SETTING A PUBLIC HEARING ON JULY 8, 2008 AT 9:00 A.M. TO CONSIDER ENTERING INTO AN ENERGY SERVICE CONTRACT (LIGHTING VENDOR AGREEMENT) WITH ABAG ENERGY WATCH DIRECT INSTALL LIGHTING PROGRAM CONTRACTOR ABI SERVICES, INC. TO RETROFIT LIGHT FIXTURES IN SEVENTEEN VARIOUS COUNTY OWNED AND LEASED FACILITIES; AND
    2. DIRECTING THE DIRECTOR OF PUBLIC WORKS TO CAUSE NOTICE OF SAID PUBLIC HEARING TO BE PUBLISHED ONCE IN THE INDEPENDENT NEWSPAPER GROUP, A NEWSPAPER OF GENERAL CIRCULATION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board of Supervisors has approved projects that reduce energy costs at County facilities including the County Office Building II, Maguire Correctional Facility and the Youth Services Center; and

 

WHEREAS, the ABAG Energy Watch Direct Install Program confirmed that retrofitting lights at these various facilities would be cost effective and have a payback period of less than twelve months; and

 

WHEREAS, ABI Services, Inc., which is a pre-selected contractor under the ABAG Energy Watch Direct Install Program proposes to design, purchase and install lamps and ballasts for the seventeen various County owned and leased facilities; and

 

WHEREAS, Section 4217.12a. of the California Government Code provides that a public agency may enter into an energy service contract and any necessarily related facility ground lease on terms that its governing body determines are in the best interests of the public agency if the decision is made at a regularly scheduled public hearing, public notice of which is given at least two weeks in advance and the board finds that the cost for energy under the contract will be less than the anticipated marginal cost of energy that would otherwise have been consumed; and

 

WHEREAS, the definition of an “energy service contract” includes a contract for "Conservation measures" means equipment, maintenance, load management techniques and equipment, or other measures to reduce energy use or make for a more efficient use of energy.

 

    WHEREAS, this Board wishes to consider such an agreement:

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

This Board will conduct a public hearing during its regular scheduled meeting on July 8, 2008, at 9:00 a.m. in the Board's Chambers in the Hall of Justice and Records at 400 County Center, Redwood City, California, to consider an agreement with ABI Services, Inc. to design, purchase and install lamps and ballasts for the seventeen various County owned and leased facilities; and

The Director of Public Works shall cause notice of said public hearing to be published once in the Independent Newspaper Group, a newspaper of general circulation.
