RESOLUTION:

1.

WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS AND EXERCISING THE CONTRACT OPTION TO EXTEND THE AGREEMENT FOR A TWO-YEAR PERIOD; AND

2.

AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE THE FIRST AMENDMENT TO THE AGREEMENT WITH U.S. SECURITY ASSOCIATES, INC. INCREASING THE AMOUNT OF THE CONTRACT BY $7,970,926, FROM $10,505,402 TO $18,476,328, AND EXTENDING THE TERM TWO YEARS TO JUNE 30, 2010.

 

    RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

    WHEREAS, on June 21, 2005, the County entered into and agreement (Resolution No. 67392) with U.S. Security Associates, Inc. for provision of security services at all 16 County and Court facilities, in an amount not to exceed $10,505,402 and a three year term commencing July 1, 2005 through June 30, 2008, with an option to renew for an additional two year period; and

    WHEREAS, both parties wish to amend the agreement by increasing the contract maximum by $7,970,926, from $10,505,402 to $18,476,328, and extending the term two years to June 30, 2010; and

    WHEREAS, this Board has been presented with the First Amendment to the Agreement and has approved it as to both form and content, and desires to enter into same:

    WHEREAS, based on the Contractor’s expertise in health care and hospital environments, their ability to recruit and staff all job sites with trained, responsible personnel on an on-going basis, responsiveness of management staff, and reasonableness of billing rates, it is in the best interest of the County to waive the Request for Proposals process; and

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT THE County requirement for the Request for Proposal process for said Amendment to the Agreement with U. S. Security Associates, Inc. are hereby waived based on the Contractor’s expertise in health care and hospital environments, their ability to recruit and staff all job sites with trained, responsible personnel on an on-going basis, responsiveness of management staff, and reasonableness of billing rates.

    BE IT FURTHER RESOLVED that the President of this Board of Supervisors be and is hereby authorized and directed to execute said First Amendment to the Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
