Agreement with One East Palo Alto

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with One East Palo Alto for consultation and outreach and engagement services for the term July 1, 2008 through June 30, 2009 for a maximum obligation of $138,810; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing technical consultation for the East Palo Alto Mental Health Community Advisory Group and mental health outreach and engagement services through the East Palo Alto Mental Health Outreach partnership.

BACKGROUND:

One East Palo Alto (OEPA) has provided community leadership to convene multicultural communities and organizations in East Palo Alto through a grant from the Peninsula Community Foundation, now the Silicon Valley Community Foundation, since 2001. In 2005 OEPA organized community stakeholders to participate in a Mental Health Board meeting which was held in East Palo Alto. The purpose of that meeting was to facilitate opportunities for input to the San Mateo County Mental Health Services Act (MHSA) three-year “Community Services and Supports Plan,” as well as to other mental health services. The plan includes recommended strategies for reducing barriers to accessing mental health services for underserved populations of East Palo Alto. In October 2006 the Director of Health approved an agreement with OEPA for the provision of facilitation and coordination services for the East Palo Alto Mental Health Community Advisory Group.

 

In October 2006 BHRS released a Request for Proposals for community outreach and engagement services for the East Palo Alto region. OEPA submitted a proposal and was subsequently selected to provide these services. On June 19, 2007, your Board approved an amendment to an Agreement with OEPA for the provision of outreach and engagement services.

 

DISCUSSION:

The Agreement will provide technical consultation for the East Palo Alto Mental Health Community Advisory Group and mental health outreach and engagement services. Outreach and community engagement services will be provided through the East Palo Alto Partnership for Mental Health Outreach, a partnership of OEPA, El Concilio of San Mateo County, For Youth by Youth, and Free At Last. These four partner agencies will work closely with the BHRS clinic in East Palo Alto.

 

OEPA also provides facilitation and coordination services for the East Palo Alto Mental Health Community Advisory Group. Contractor provides guidance to BHRS in its process of enhancing the provision of services in East Palo Alto through funding provided by the MHSA.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2009. The Agreement maximum is $138,810 and is included in the BHRS FY 2008-09 Recommended Budget. The Agreement will be 100% funded by MHSA funds. There is no Net County Cost.
