Agreement with the YMCA of San Francisco

   

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with the YMCA of San Francisco, dba North Peninsula Family Alternatives, Pacifica Youth Services Bureau and Project FOCYS, for the provision of Juvenile Sexual Responsibility Program services and outpatient mental health services authorized through the Mental Health Plan (MHP) for the term July 1, 2008 through June 30, 2010 for a maximum obligation of $604,781; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing Juvenile Sexual Responsibility (JSR) Program services and outpatient mental health services authorized through the Mental Health Plan (MHP) to San Mateo County residents.

 

Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of JSR Program services is one established level of care. The services provided through this Agreement contribute to this measure.

BACKGROUND:

Since 1988 BHRS has contracted with the YMCA of San Francisco to provide JSR Program services to County youth. This high-risk population is difficult to treat due to their need for close monitoring, specialized long-term treatment, and a high recidivism rate. Successful treatment of this population is dependent on continuity of specialized mental health treatment and the development of close collaborative relationships between agencies treating, supervising and monitoring offenders. Since 1996YMCA has also been an agency provider of outpatient mental health services authorized through the MHP.

 

BHRS issued Requests for Proposals (RFP) for JSR Program services and outpatient mental health services authorized by the MHP in May of 2007. YMCA’s proposals for these services were accepted.

 

DISCUSSION:

BHRS is renewing this Agreement with YMCA of San Francisco for the provision of JSR Program services and outpatient mental health services authorized through MHP for a two-year term. MHP and JSR Program services include both assessment and treatment. Treatment services include brief individual, family, and group therapy. The JSR Program also provides collateral services, which include contact with family and other collaborative partners, including Juvenile Probation and Child Welfare.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2010. The Agreement maximum is $604,781. The maximum for FY 2008-09 is $291,025, of which $200,000 is allocated for mental health services authorized by the MHP, and $91,025 is for JSR Program services, which includes a 3% Cost of Living Allowance (COLA). Of the FY 2008-09 maximum, Medi-Cal will fund $67,765; fees and private insurance will fund $40,421; Healthy Families will fund $9,511; Healthy Kids will fund $28,532; and Realignment will fund $67,766. Probation and the Human Services Agency each provide $26,627 for the JSR Program. The Net County Cost is $23,776 which includes the COLA. Funds for this Agreement have been included in the BHRS FY 2008-09 Recommended Budget. Similar arrangements will be made for FY 2009-10.
