Agreement with Youth and Family Enrichment Services

 

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for Proposals processes for child abuse treatment services and youth development services; and

    2) Authorizing the President of the Board to execute an Agreement with Youth and Family Enrichment Services for mental health services, support for the Youth Development Initiative, community worker services, and tobacco cessation services for the term July 1, 2008 through June 30, 2009, for a maximum obligation of $1,076,153.

The Agreement contributes to this commitment and goal by providing the following community-based services to San Mateo County residents: mental health counseling, case management for families, youth development, and tobacco cessation.

BACKGROUND:

For several years the County has contracted with Youth and Family Enrichment Services (YFES) for services authorized by the Mental Health Plan (MHP), Girls’ Juvenile Court services, child abuse treatment services, support of the Youth Development Initiative (YDI), and community worker services for Family Health Services. YDI promotes youth asset development, supports the Youth Commission, and recruits and trains youth (and adult mentors) to participate on County Boards/Commissions regarding policies affecting youth in San Mateo County.

 

YFES was selected through Requests for Proposals (RFP) processes to provide the following services: client assessment and tobacco cessation activities; mental health services (authorized by the MHP); and community worker services. On March 28, 2006, your Board accepted a 36-month grant for the Girls’ Drug Court Program and waived the RFP requirement for those services.

 

DISCUSSION:

The scope of services is being maintained for FY 2008-09, with an increase in YDI capacity to work with young people as partners and serve as adult allies, and the provision of free nicotine replacement therapy for participants in tobacco cessation classes.

 

We are requesting waivers of the RFP requirements for YDI services and for child abuse treatment services. The continuity of YDI services by this sole source provider is critical to ensuring that the Youth Commission continues to be an integral part of service delivery for the County. Child abuse treatment services are provided jointly by the Human Services Agency (HSA) and the Health Department. New leadership of HSA and leadership in the Health Department plan to conduct a review of the design of these services prior to issuing an RFP. A waiver of the RFP process for FY 2008-09 will allow time for an adequate review of the service design. An RFP will be issued prior to FY 2009-10.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement has been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2008 through June 30, 2009. The Agreement maximum is $1,076,153. The Behavioral Health and Recovery Services maximum is $424,532 of which $103,249 is from Medi-Cal, $11,512 is from Healthy Families/ Healthy Kids, $41,950 is from the HSA, $66,079 is from State Early Periodic Screening, Diagnosis and Treatment (EPSDT) funds, $58,482 is from Realignment, $106,090 is from Mental Health Services Act funds, and $37,170 is Net County Cost (NCC). The maximum for Family Health is $403,776, of which $117,612 is from First 5 grant funds, $201,888 is from Medi-Cal Targeted Case Management, and $84,276 is NCC, which includes in-kind support for the First Five grant. The Public Health maximum is $30,000, which is funded through the Tobacco Settlement Agreement allocation, and the Health, Policy and Planning maximum for YDI services is $217,845, which is all NCC. The total NCC is $339,291. These revenues and expenditures have been included in the Health Department FY 2008-09 Recommended Budget.
