BACKGROUND: | |||
On March 17, 2008, HSA issued a Request for Proposal (RFP) (see attached RFP Matrix) for the continuation of the dual diagnosis facility and services for adolescent girls. Out of the four applicant agencies, WRA was selected to provide the services for FYs 2008-11. | |||
WRA provides developmentally appropriate treatment services for adolescent girls with co-occurring disorders through its Tracey’s Place of Hope Program. Additionally, WRA provides for a safe and stable residential environment and gender-specific treatment services, for female youth with co-occurring mental health and substance abuse issues. Their treatment services concurrently address mental illness and substance abuse addiction. This integrated treatment approach has proven to be more effective in working with youth with a dual diagnosis. | |||
DISCUSSION: | |||
This three-year Agreement with WRA is to provide residential care and supervision that comply with Community Care Licensing requirements to maintain a State Foster Care Level 12. WRA in collaboration with CFS, Probation and Behavioral Health and Recovery Services will develop individualized needs, services plans, treatment plans and provide intensive case management as well as evidence-based and strength-based treatment services to female youth. These services are designed to stabilize the youth and facilitate their successful integration into the community. Children and Youth System of Care (CYSOC) will provide oversight to Tracey’s Place of Hope and will ensure full utilization of the program to benefit the youth served by Children and Family Services, Juvenile Probation, and Behavioral Health and Recovery Services. | |||
The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Agreement as to form and Risk Management has approved the Contractor’s insurance. | |||
FISCAL IMPACT: | |||
The term of the Agreement is July 1, 2008 through June 30, 2011. The total obligation is $477,405 at $159,135 per fiscal year and is 100% funded through State and Federal Funds. Appropriation has been included in the FY 2008-09 and FY 2009-10 Recommended Budgets and will be included in the FY 2010-11 Recommended Budget. |
