BACKGROUND: |
DR is a county-wide evidence-based early intervention strategy designed to improve outcomes for children and families. DR offers multiple paths for ensuring child safety. Path 1 or Community Partner Response is selected when the assessment of the case is such that there is low risk of harm to child, but child appears safe. Path 2 or Joint Response is selected when assessment of the case is such that there is low to moderate risk of harm to children. Path 3 or Children and Family Services (CFS) Response is selected when assessment of the case is such that there is moderate to high risk of harm to a child. |
On February 4, 2008, the Human Services Agency (HSA) issued a Request for Proposal (please see attached RFP Matrix) for DR case management for North, Central and South Regions of San Mateo County for FYs 2008-11. In this RFP, the DR priority is to provide more intensive evidence-based services to those families who are significantly impacted. By providing intensive DR case management to families with children 0-5 years of age and/or families where abuse/neglect has been substantiated, CFS will be able to maximize the available resources and direct DR services to the most vulnerable populations in our community. |
DISCUSSION: |
This three-year Agreement with YFES is to provide DR to the Central Region of San Mateo County using an evidence-based home visiting model and establish strength-based working relationship with families. YFES will also work collaboratively with community-based organizations so that families can easily access resources and ensure continuum of care after case closure. DR services will be provided by culturally and linguistically competent staff to work with San Mateo County’s diverse population. |
The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved the Agreement as to form and Risk Management has approved the Contractor’s insurance. |
FISCAL IMPACT: |
The term of this Agreement is July 1, 2008 through June 30, 2011. The total obligation is $947,571 and is fully funded with Child Welfare Services Outcome Improvement Project Funds. There is no Net County Cost. Appropriation has been included in the FY 2008-09 Recommended Budget and will be included in the FY 2009-10 and FY 2010-11 Recommended Budgets. |
