Amendment to the Agreement with Human Investment Project

 

RECOMMENDATION:

Adopt a resolution authorizing an Amendment to the Agreement with Human Investment Project (HIP Housing) to provide funding for the remaining term of the Agreement the term remains the same, July 1, 2007 through June 30, 2010, increasing the amount by $664,000 to $1,027,700.

BACKGROUND:

On June 5, 2007, the Board of Supervisors authorized a three year Agreement (Resolution Number 068759) with HIP Housing for the period of July 1, 2007 through June 30, 2010, to provide the Home Sharing and Self Sufficiency Programs to low- income families, individuals, and senior citizens with fixed income in the County of San Mateo. However, the Agreement with HIP Housing only included the first year of funding and now needs to be amended to add the second and third year funding for the Fiscal Years 2008-10, in order to avoid the interruption of services.

 

DISCUSSION:

HIP Housing has been engaged in providing housing services in San Mateo County for a number of years. HIP Housing participated in developing the case management and housing component of the “Moving to Work Program”, in partnership with the San Mateo County Department of Housing and the Human Services Agency. These programs provide housing resources and supportive services to low-income families. The mission of the program is to create stability for clients in order to promote job achievement, retention and advancement through the provision of housing resources and supportive services, thereby enabling participants to reach and maintain self-sufficiency. The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits. County Counsel approved the Amendment as to form and Risk Management has approved the Contract’s Insurance.

 

FISCAL IMPACT:

The term of the Agreement remains the same, July 1, 2007 through June 30, 2010. This Amendment adds $664,000, for a new total obligation of $1,027,700 for FY 2008-09 and FY 2009-10. The Amendment amount of $664,000 is funded by $580,000 in CalWORKS and $84,000 in CDBG funds. Appropriations for this Amendment have been included in the FY 2008-09 and the FY 2009-10 Recommended Budget. There is no Net County Cost.
