Amendment to the Agreement with Silicon Valley Community Foundation

 

RECOMMENDATION:

Adopt a Resolution Authorizing:

 

A. An Amendment to the Agreement with Silicon Valley Community Foundation (SVCF) to provide enhanced services to post emancipated youth in the Transitional Housing Placement Plus Program (THP-Plus), the term remains the same, August 15, 2007 to June 30, 2010, increasing the amount by $114,665 to $197,569, there is No Net County Cost.

 

B Authorizing the Director of the Human Services Agency (HSA) or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

VISION ALIGNMENT:

Goal 8: Help vulnerable people, the aged, disabled, mentally ill, at-risk youth and others achieve a better quality of life.

 

This Amendment contributes to this commitment and goal by providing support to youth, helping them develop the necessary skills needed to enter adulthood.

BACKGROUND:

On October 23, 2007, the Human Services Agency entered into an Agreement with SVCF to provide a Project Manager for the Fostering the Future (FTF) Program. FTF is a six year program designed by SVCF in conjunction with HSA to improve outcomes for youth transitioning into adulthood that was part of the foster care system or kinship care program. FTF serves current and post emancipated foster youth and kinship care youth and provides youth with asset coaching, housing advocacy, legal advocacy and financial security through the Youth Financial Independence.

 

DISCUSSION:

In 2007, HSA received higher than expected THP-Plus funding. THP-Plus is administered by the California Department of Social Services and provides post emancipated foster youth with affordable housing and a wide range of supportive services, including job training, educational support, and counseling.

 

This Amendment will allow HSA to retroactively claim for expenditures related to FTF services provided specifically to post emancipated youth in the THP-Plus Program during FY 2007-08. This will allow SVCF to reallocate those funds for other projects that benefit post emancipated youth.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Agreement as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The term of this Agreement is August 15, 2007 to June 30, 2010. This Amendment adds $114,665 for FY 2007-08 for a new total obligation of $197,569. The Amendment is funded 100% through the THP-Plus State Allocation. There is no Net County Cost. This appropriation has been included in the FY 2007-08 Adopted Budget.
