BACKGROUND:

Dr. Daniel Buckley has provided ophthalmology services to the patients of San Mateo Medical Center for the past fourteen years. In particular, these services include the diagnosis and treatment for diseases of the eye, including glaucoma surgery, cataract surgery, and clinics for eye injury, trauma, or refractive corrections. Patients treated at SMMC have a continuous need for such eye care services and Dr. Buckley offers the hospital the benefits of an experienced provider familiar with the complex nature of the County’s patient base.

DISCUSSION:

In 2004 eye injury, trauma, disease, and surgery services for San Mateo Medical Center were contracted among four ophthalmologists. One of the Ophthalmology contractors terminated his contract in 2005 and another reduced availability for services in 2005. Dr. Buckley increased his availability in response to these developments. Dr. Daniel Buckley increased his availability to the SMMC again in September 2006 to continue to cover the service gap. His current productivity levels consequently increased in volume.

An Amendment to the existing Agreement is required in order to allow for the continued payment of invoices received for services rendered by Dr. Buckley throughout the term of the Agreement. The Amendment will increase the maximum amount payable under the Agreement by $79,763.70 from $127,236.30 to $207,000.

This item was reviewed by the Health System Redesign Initiative Team and aligns with the first-year implementation plan approved by the Board of Supervisors on March 25, 2008.

County Counsel has reviewed and approved this Agreement.

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The term of the Agreement is September 1, 2006 through August 31, 2008 and remains the same. The Amendment increases the maximum amount payable under the Agreement by $79,763.70 from $127,236.30 to $207,000. Funds are included in San Mateo Medical Center’s FY2007-08 Adopted Budget and will be included in the FY2008-09 Recommended Budget.
