RECOMMENDATION:
|
Adopt a resolution authorizing the execution of a second Amendment to the Agreement with Kevin Harper for accounting assistance and advice to San Mateo Medical Center for a term of January 1, 2007 to December 31, 2008 to increase the total amount payable thereunder by $115,000, for a total amount payable not to exceed $315,000.

BACKGROUND:
|
San Mateo Medical Center initially contracted with Mr. Kevin Harper, CPA, in 2004. A new agreement was entered into beginning in January of 2007 and expiring in December 2008 whereby the Contractor agreed to provide accounting assistance and advice services to the County.
In March of 2007, San Mateo Medical Center’s Accounting Manager retired unexpectedly. In the absence of the Accounting Manager, Mr. Harper provided such services until an interim manager was appointed. Mr. Harper’s Agreement was amended to increase the funding to account for the services provided by the Accounting Manager.

DISCUSSION:
|
Mr. Harper, in addition to his ongoing tasks, will provide Accounting Department Oversight until the now vacant Controller position is filled. He will supervise the Accounting Manager and oversee SMMC’s primary account and financial reporting tasks. He will also oversee the Annual Account Close and preparation of Annual Financial Statements as well as conduct desk reviews of finance employees and facilitate the Cash Receipts Workgroup Meetings.
In the meantime, the Human Resources Department is actively recruiting for the position of Controller.
In light of the additional tasks performed by Mr. Harper, it is necessary to increase the maximum amount payable under the Agreement by $115,000 for a total of $315,000.
County Counsel and Risk Management have reviewed and approved this Amendment.
This item was reviewed by the Health System Redesign Initiative Team and aligns with the first-year implementation plan approved by the Board of Supervisors on March 25, 2008.
The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:
|
The term of the Agreement is two years, January 1, 2007 to December 31, 2008. The maximum amount of the Agreement is $315,000. Funds are included in San Mateo Medical Center’s FY2008-09 Adopted Budget and funds will be included in the budget request for FY2009-10.
